HIV/AIDS Umbrella Grants Management

In October 2007, Pact was awarded the management of the five-year President’s Emergency Plan for AIDS Relief Program (PEPFAR) Umbrella Grants Management program in South Africa. The program builds partner capacity to manage PEPFAR funds and promotes implementation of best practices in organizational systems for sustainable development. Through the targeting of non-governmental organizations, private voluntary and faith-based organizations playing valuable roles in the fight against HIV/AIDS, Pact has provided PEPFAR funding and assistance to over 90 partners and sub-partners in South Africa.

This year alone, Pact is providing PEPFAR funding and assistance to 17 partners and 56 sub-partners. Pact’s emphasis is the enhancement of local-partner capacity through the development and implementation of documented organizational systems and procedures, and human-capacity development at management and operational levels.

During FY 2011, with generous support from USAID, Pact’s partners in South Africa were able to:

  • Provide life-saving anti-retroviral therapy to over 133,000 HIV-positive individuals while enrolling an additional 35,766 more people on treatment
  • Provide community based TB care and support for over 113,000 HIV-positive individuals
  • Serve over 278,000 orphans and vulnerable children with a range of care and support services
  • Help over 184,000 people get an HIV test so they can know their status
  • Help over 78,000 HIV+ pregnant women start ARV prophylaxis so they don’t pass the HIV on to their babies

All partners have also made substantial investments in human capacity development, resulting in a large number of individuals trained through accredited in-service training programs, including professional nurses, nurse midwives, and social workers.
