In April 2006 Pact opened an office in Windhoek to begin implementing an HIV/AIDS grants management program through the Community REACH Leader with Associates Award. Under this project, 15 community and faith-based NGOs in Namibia receive grant money to implement HIV/AIDS programs.

Pact provides quality sub-grant management and organizational and technical strengthening services to help scale up and sustain a comprehensive response to HIV and AIDS in Namibia. Pact also works with Namibia's Ministry of Gender Equality and Child Welfare to strengthen their capacity of to support the country's orphans and vulnerable children.
