Chief of Party
Strengthening Civic Participation Program

Position Summary
Pact seeks a Chief of Party for a three-year, USAID Strengthening Civic Participation project based in Kigali, Rwanda. Recruitment is contingent upon successful award of the project. The ex-pat COP will interface directly with USAID, and be responsible for meeting the project’s objectives ; developing and maintaining good working relationships with the national  government officials, civic participation organizations, local academic institutions, local government entities, local community-based organizations, and other stakeholders; leading the field office staff, subcontractors, and international consultants in implementing a strategic and successful national and local  civic participation program.

Specific Duties and Responsibilities
The Chief of Party must demonstrate dynamic leadership, and flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities may include:

  • Rapid roll-out and supervision of field office activities. 
  • This includes management of field staff, subcontractors and consultants; oversight of financial management and procurement; and supervision of program monitoring, evaluation and reporting.
  • Oversee design and implementation of capacity-building activities with civil society organizations and government officials
  • Serve as Pact liaison to USAID in the field, government counterparts, and partner organizations;
  • Coordinating with the Government of Rwanda in all aspects of project planning, monitoring, and implementation;
  • Perform other duties as assigned;
    Perform all work safely and maintain a safe working environment

Qualifications

  • Demonstrated experience in contract management and implementation for USAID  in Rwanda, the Great Lakes Region, or similar environment desired;
  • Bilingual English & French spoken fluency; native writing skills in English required, and French preferred ; Kinyarwanda proficiency a plus;
  • Experience working on civic participation projects in Rwanda, the Great Lakes Region, or similar environment desired.

Education and Experience Requirements

  • Advanced degree in relevant field;
  • 5-10 years (of which 3 are in a leadership position) progressive experience in activities related to civic participation, capacity building, civil society, and/or decentralization in Africa or similar setting;
  • Experience managing a large and complex civic participation or related project in Africa, preferably as a COP;
  • Experience with monitoring and evaluation best practices;
  • Working directly with local and national CSOs, in both rural and urban settings;
  • Local government or decentralization capacity building projects in Africa or similar setting preferred;
  • Previous experience in Rwanda, the Great Lakes Region, or a similar setting in Africa is highly desirable;
  • Background in cultural or applied anthropology preferred .
