Position Summary
Pact seeks a Civic Participation Specialistt  for  a three-year, USAID Strengthening Civic Participation project based in Kigali, Rwanda. Recruitment is contingent upon successful award of the project. The Civic Participation Expert will work closely with the Chief of Party and program partners to obtain successful pariticipation of civil society in government decision-making processes and public performance monitoring. The Civic Participation Expert will also work closely with the Government of Rwanda to improve dialogue and interaction between the government and its citizens.

Specific Duties and Responsibilities

  • The Civic Participation Expert must demonstrate dynamic leadership, and flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities may include:
  • Plan, oversee and deliver project deliverables that increase the quality of public dialog and public participation in policy making and implementation;
  • Design and implement capacity building programs for local government officials to implement effective mechanisms for seeking and incorporating public input;
  • Assist government to disseminate its new civil service code of conduct
  • Build capacity among CSOs to: more effectively carry out their organizational objectives; better understand public decision making processes;  and engage government.
  • Perform other duties as assigned;
  • Perform all work safely and maintain a safe working environment

Qualifications

  • Demonstrated success in civil society capacity building programs  in Rwanda, the Great Lakes Region, or similar settings in Africa;
  • Contract experience desirable;
  • Bilingual English & French spoken fluency, plus reading and writing proficiency is required.;
  • Kinyarwanda proficiency a plus;

Education and Experience Requirements

  • 5-10 years progressive experience in activities related to civic participation, capacity building, civil society, and/or decentralization in Rwanda, the Great Lakes Region, or similar setting;
  • Previous experience in Rwanda or the Great Lakes Region is required;
  • Advanced degree in relevant field is required, cultural or applied anthropology preferred.
