Liberia Civil Society, Media and Youth Capacity Building Project
Position Summary
Pact seeks a Chief of Party (COP) for a five year, USAID civil society, media and youth capacity building and advocacy strengthening project in Liberia. Recruitment is contingent upon successful award of the project. The COP will lead a team of technical and support persons to ensure excellence in design, management, quality and development of a national and local civil society strengthening and decentralization program. The Liberia Project will build the capacity of Liberian civil society, youth and media organizations in fifteen counties. The aim is to contribute to Liberia’s social, economic and political development by: strengthening CSOs’ capacity to advocate for better government service delivery; expanding the reach and professional abilities of the media; and preparing new cadres of youth leaders to take an active role in Liberia’s governance.
Specific Duties and Responsibilities
The Chief of Party must demonstrate dynamic leadership, flexibility, adaptability and the ability to collaborate under challenging conditions. Specific duties include:
- Serve as team leader charged with the day-to-day execution of the project;
- Coordinate the development, implementation and reporting on all work plans;
- Provide, coordinate or arrange all technical assistance and administrative support activities under the project;
- Ensure that all project deliverables are met in a timely fashion and meet quality standards;
- Ensure compliance with all donor-related, Pact, and project-specific policies;
- Supervise and mentor technical and management staff;
- Represent the project with current and potential donors, the government of Liberia and other relevant institutions;
- Perform other duties as assigned; and
Perform all work safely and maintain a safe working environment.
Requirements & Qualifications
In addition to strong academic credentials and proven strong leadership and communication skills the Chief of Party must possess the following:
- Ten years of experience managing large and complex civic participation or related projects in Africa or environments similar to Liberia;
- Experience in planning and managing capacity building programs for media, youth and/or civil society, including assessing assets and gaps, determining appropriate interventions, and monitoring and evaluating effectiveness;
- Demonstrated ability to work directly with local and national CSOs, in both rural and urban settings;
- Previous experience in Liberia or a similar setting in Africa is highly desirable;
- English fluency, including excellent presentation and writing skills, is required; and
- Demonstrated experience in managing similar civil society and/or media grant programs for USAID.
