Chief of Party, Mainstreaming Anti-Corruption for Equity Program (MAE)

Position Summary
The Chief of Party (COP) is responsible for program leadership and management of all aspects – personnel, finance and administration – of Mainstreaming Anti-Corruption for Equity (MAE), a four-year USAID-funded program. The COP will support efforts to establish a framework to reduce corruption, oversee the mainstreaming of anti-corruption activities, develop and maintain partnerships with government and civil society, and supervise the provision of technical assistance to Community Based Organizations (CBOs) as they identify and strengthen citizen and government monitoring committees. The COP will also provide oversight of the Clean Hand Anti-Corruption advocacy campaign and the Clean Hand Business Initiative. S/he will work in close collaboration with the Local Administration and Reform Program (LAAR) to build the capacity of partner organizations in the interests of achieving program objectives. The COP will work on strengthening the policy environment to address corruption and freedom of information. S/he will raise awareness within government and the public on transparency and accountability considerations regarding the discovery of oil and other extractive industry issues in Cambodia.

Specific Duties and Responsibilities

A.  Program Leadership and Management

  • Serve as team leader charged with the day-to-day execution of the project.
  • Coordinate the development, implementation and reporting on all work plans.
  • Provide, coordinate or arrange all technical assistance and administrative support activities under the project.
  • Ensure that all project deliverables are met in a high quality and timely fashion.
  • Ensure compliance with all donor-related, Pact, and project-specific policies.
  • Supervise and mentor Cambodian technical and management staff to play lead roles in the implementation of MAE.
  • Oversee the development and implementation of a program learning agenda supported by a strong MER component.
  • Facilitate efforts to enact a Freedom of Information Law, an international standard Anti-Corruption law and other government policies as determined.
  • Develop strategic initiatives that continue to evolve the program.
  • Diversify funding base to bring additional donors into the portfolio.

B.  Capacity Building and Sub-grant Management

  • Assess organizational development issues and training needs of MAE staff
  • Assess organizational development issues and training needs of MAE partners
  • Develop training inputs for MAE staff and partners
  • Support the MAE team to strengthen the ability of citizens to hold public officials accountable for the use of public resources.
  • Oversee management of subgrant cycle from pre-award to close-out.

C.  Finance/Personnel/Administration

  • Coordinate with Pact Cambodia finance and administration staff to ensure that policies and procedures are clearly communicated to staff, and are respected.
  • Provide financial and administrative information as required.
  • Review financial reports to ensure accuracy and completeness.
  • Ensure compliance with all donor-related, Pact, and project-specific policies.

D.  Liaison/Coordination

  • Represent the project with the donor office in the assigned country.
  • Represent the project with current and potential donors, the government of the assigned country, UN agencies, non-governmental organizations, and others working in the assigned country.
  • Forge links among donors, civil society, government agencies, private sector and the media.
  • Represent the project to other programs in Pact to ensure proper coordination, leveraging of skills and resources and cooperation.

E.  Other

  • Performing other duties as assigned.
  • Performing all work safely and maintain a safe working environment.

Qualifications

  • Strong experience in anti-corruption, especially in advocacy for policy reform at both national and local levels, civil society strengthening, community mobilization and public participation, promoting linkages between and among CSOs and government at multiple levels
  • Experience in SE Asia, specifically Cambodia (preferable)
  • Practical experience in establishing and operating programs (experience with USAID funded programs preferable)
  • Demonstrated experience in team building
  • Excellent English written, oral and communication skills

Education and Experience Requirements

Master’s Degree or equivalent in international development, law, political science, public policy, management or related field
