Country Representative, Nepal

Position Summary
The Country Representative (CR) will lead the development of Pact’s work in Nepal. S/he will provide overall leadership and management of the program and its activities, capacity building approaches, program liaison and coordination, financial and personnel administration.
The CR/COP is responsible for the development and expansion of Pact’s work in Nepal. His/her responsibilities include identifying and developing new business development (NBD) opportunities in keeping with current strategic directions; developing annual work plans; and responding to and coordinating all technical assistance needs. It also includes oversight of all program and financial monitoring and reporting requirements, as defined by the donor requirements, and ensuring compliance with award conditions.
The CRP will report to the Asia Regional Director and is also responsible for all senior representation work with the Royal Nepalese Government, the donor community as well as other stakeholders in the region.

Specific Duties and Responsibilities
The Country Representative will be responsible for:
A. Program Leadership and Management
- Serve as team leader charged with the day-to-day execution of the project.
- Coordinate the development, implementation and reporting on all work plans.
- Provide, coordinate or arrange all technical assistance and administrative support.
- Oversee project evaluations, both qualitative and quantitative, to ensure the delivery of results and use data on a regular basis for program improvement and increase Pact’s learning.
- Ensure that all deliverables are met in a high quality and timely fashion.
- Ensure compliance with all donor-related, Pact, and project-specific policies.
- Supervise and mentor technical and management staff.
- Submit timely performance reports to donors.
- Organizes learning activities to strengthen Pact’s understanding of innovative approaches and methodologies used in the Nepal programs.
- Supports the documentation and preparation of publications on Pact’s methodologies and results that can inform the Pact community.
B. Capacity Building and Sub-grant Management
- Supervise and coordinate the sub-grant management process, including:
- Managing the sub-grant cycle from pre-award to close-out.
- Assessing the programmatic potential of proposed grants.
- Assessing organizational development issues and training needs of the grantees.
- Establishing and maintaining procedures for the awarding and monitoring of institutional, consultant and pilot activity subgrants made under the project.
- Visiting the sites of all subgrants, as needed, to monitor the status of projects.
C. Finance/Personnel/Administration
- Coordinate with Pact Nepal finance and administration staff to ensure that policies and procedures are clearly communicated to staff, and are respected.
- Provide financial and administrative information as required.
- Review financial reports to ensure accuracy and completeness.
- Ensure compliance with all donor-related, Pact, and project-specific policies.
- Supervising Pact’s field office, including operations, administration, logistics, procurement, budgeting, financial accounting and program monitoring.
- Ensure grant procedures are established and complied for grant worthiness, funds liquidity, procurement and administrative actions.
- Oversee the administrative aspects of management of all subcontractors.
- Hire staff and make sure program operation comply with Nepalese labor law.
D. Liaison/Coordination
- Regular communication and consultation with donors.
- Represent the project with the donor office in the assigned country.
- Represent the project with current and potential donors, the Royal Nepalese Government, UN agencies, non-governmental organizations, and others working in Nepal.
E. Program Development
- Identify and create new business opportunities to develop and expand the Nepal program portfolio.
- Initiate a broader strategic analysis of the Nepalese context that directs the appropriate development of the Nepal program.
- Track progress towards achieving the goals outline in the three-year country strategy.
F. Other
- Perform other duties as assigned.
- Perform all work safely and maintain a safe working environment.
Qualifications
- Strong experience in peace building and economic reform issues, especially in reintegration, civil society strengthening, community mobilization and public participation, women’s issues and youth empowerment.
- Demonstrated track record in establishing systems and program start-up under limited time constraints and overseeing multiple program areas simultaneously.
- Practical experience in establishing and operating programs.
- Knowledge of and experience in qualitative and quantitative program evaluation. Demonstrated experience and ability to work in the region or in a similar environment.
- Be familiar with donor, in particular, USAID requirements.
- Demonstrated experience in team building.
- Fluency in written and spoken English, comprehension of Nepali also preferred.
Education and Experience Requirements
- Master’s Degree or equivalent thereof in international development, law, political science.
- Experience in Asia, specifically Nepal.
- 10 years management experience in complex and challenging international settings, in particular unstable developing countries.
