Deputy Country Representative
DR Congo
Job Description
The Deputy Country Representative (DRC) will manage the programmatic integration, ongoing donor relationships and reporting relationships among Pact DR Congo and its private and public sector partners to implement participatory and sustainable development linked with improved governance in the DR Congo mining sector.

Specific Duties and Responsibilities
A. Program Leadership and Management
- Serve as programmatic and representational deputy for all country programs of Pact in the Democratic Republic of Congo.
- Serve as Deputy Chief of Party for USAID Extractive Industries Network (assure implementation of EIN and other public donor work plans, oversee Performance Management Plan) for current and potential new private public partnerships in terms of public donor-funded activities as well as the integration of USAID and private sector funded community mobilization, sustainable livelihoods, community infrastructure, transparency, human rights and artisan and small scale mining activities.
- With the Country Representative, implement and modify as needed the organizational structure of the Pact DR Congo office informing all staff of lines of authority.
- Work with the senior management team to ensure that all of Pact DR Congo’s program deliverables are met in a high quality and timely fashion.
- Assure accurate and timely reporting of program activities to private and public donors.
- Ensure compliance with all donor-related and Pact-specific policies.
- Ensure programmatic accountability and transparency to key stakeholders.
- Work with the senior management team to coordinate the development, implementation and reporting on detailed work plans.
- Provide written reports as required by the Country Representative, Africa Regional Director or donors.
- Represent Country Representative and serve as acting Country Representative as needed
B. Supervision
- Supervise Operations, Logistics and Procurement and/or Program Directors as designated by Country Representative.
- Supervise monitoring and evaluation staff to assure that strategic (for Pact) and contractual results (for private and public donors) are collected, analyzed and documented for strategic marketing and contractual reporting objectives.
- Mentor and coach the senior program team to build on their capabilities and expand their skills. This will include one-on-one mentoring, learning team building skills, accepting supervisory responsibilities, understanding the functionality of each position they are supervising, learning problem solving techniques, etc.
- Responsible for strategic and operational communications through existing staff and consulting resources as needed.
- Provide training and opportunities for growth as necessary to ensure timely and quality program inputs by staff.
- Participate in designing team building activities and ensuring team cohesiveness.
C. Liaison/Coordination
- Support the Country Representative in representing Pact with private sector partners, current and potential donors, the government ministries, UN agencies, non-governmental organizations, USG partners, and other stakeholders.
- Primary and first-line contact with USAID and other public donors on administrative, contractual and reporting issues while working closely with Country Representative, Director of Administration & Finance, Operations & Program Directors, and Project Managers on any program initiative or response needed or anticipated by donors.
- Coordinate with the Country Representative to work with other USAID implementing partners on common objectives and activities.
- Serve as senior project team manager on all new funding proposals submitted by Pact DR Congo, working in conjunction with all involved DR Congo staff, Pact HQ new business development and regional support unit staff.

- Perform other duties as assigned

Qualifications
- Ability to perform and prioritize multiple tasks and integrate multiple funding and contractual requirements (USAID, private sector, other bi-lateral and multi-lateral donors)
- Understanding and knowledge of private public partnerships with ability to manage complex, multi-dimensional relationships across donor, private sector and transitioning Government of the DR Congo
- Demonstrated ability to establish and sustain interpersonal and professional relationships with multiple donors or potential donors
- Ability to develop capacity of staff through training, trouble shooting, consultation and technical assistance in manner that assures skill transfer to local staff.
- Ability and willingness to travel on short notice
- Solid financial, donor compliance and computer skills
- Proficiency in word processing, spreadsheets and database skills.
- Strong oral and written communication skills with ability to edit final documents in both French and English.
Education and Experience Requirements
- Master’s degree or equivalent in international development, business, public policy, management or related field
- Fifteen years of demonstrated competence in managing donor and/or private sector-funded development projects in Africa.
- Leadership and team-building experience and skills that complements multi-faceted funding portfolio and diverse expatriate and national staff.
- Private sector experience in corporate social responsibility management
