Position Summary
Pact is seeking an Education Specialist for a U.S. Department of Labor (USDOL) “Combating Exploitative Child Labor through Education” project in Guatemala. The Education Specialist is a key member of the project team and will provide leadership in developing technical aspects of this project in collaboration with the Project Director. The Education Specialist will also be involved in project planning, implementation, budgeting, monitoring and reporting.

Background of Project
The U.S. Department of Labor “Combating Exploitative Child Labor through Education” project in Guatemala will seek to ensure children’s long-term withdrawal and prevention from engaging in exploitive child labor through the provision of direct educational services. The project will also aim to build capacity to eliminate exploitive child labor. It will aim to complement and expand upon existing projects and programs aimed at eliminating exploitive child labor, particularly the worst forms of child labor and improving basic education.
Specific Duties and Responsibilities
- Responsible for project planning, budgeting and implementation
- Assess existing education system in Guatemala for gaps/need
- Develop locally driven structures for identifying child laborers and children at-risk of recruitment
- Coordinate and manage relations with subcontractors
- Collaborate with the monitoring and evaluation officer to design education-based indicators
- Design education initiatives that increase awareness and action by government institutions
- Design and/or adapt formal and non-formal education curriculum
- Supervise monitoring, evaluation and reporting of project activities and objectives
- Support and maintain systems for project operations, helping to ensure that all contractual deadlines are met and targets are achieved
- Prepare reports to USDOL and Pact headquarters
- Assist in the compilation of data and preparation of monthly, quarterly and annual reports
Qualifications
- Ability to establish and sustain interpersonal and professional relationships with USDOL representatives, international NGOs, and local CBOs.
- Ability to perform and prioritize multiple tasks.
- Proficiency in the Microsoft suite of office products.
- Ability and willingness to spend at least 35% time traveling domestically
- Ability to work on short deadlines and multi-task.
- Fluency in Spanish and English (verbal and written).
Education and Experience Requirements
- Bachelors degree in education, public health, social work, international development, or related area (Masters degree preferred)
- Minimum 4 years of experience in basic education projects in developing countries in areas including: student assessment, teacher training, educational materials/curriculum development, educational management and educational monitoring and information systems
- Must have understanding of child labor issues, particularly the special educational needs of children withdrawn from exploitive child labor when they enter/return to schools
- Experience with child labor/education policy and monitoring and evaluation
- Preference given to individuals with experience working with target populations of children withdrawn from exploitive child labor
- Experience working successfully with ministries of education, networks of educators, employers’ organizations and trade unions in Guatemala
- Understanding of Guatemala’s education sector
- 2-5 years experience working with U.S. government funded programs
- Experience supervising staff
