Job Description
The Deputy Operations Director will be responsible for managing the programmatic integration, ongoing donor relationships and reporting relationships among Pact DR Congo and its private and public sector partners to implement participatory and sustainable development linked with improved governance in the DRC mining sector.

Specific Duties and Responsibilities
- Direct and manage sustainable livelihoods and related governance programs in the three Anvil Mining concessions of Kolwezi, Kinsevere and Dikilushi/Kilwa assuring the implementation of all deliverables within approved budgets.
- Assume overall technical project management responsibility for social development infrastructure projects in the Anvil concessions, including sourcing alternative contractors and sub-grantees; developing scopes of work and terms of reference; assessing and monitoring contractor/sub-grantee performance, delivery and quality; and assuring that schedules are met.
- Assume strategic responsibility for skills transfer from Pact DR Congo and other expert organizations to local Community Development Committees, NGO’s, private contractors, government departments and agencies, as Pact DR Congo transitions from implementing role to support role.
- Supervise Project Managers (3 at current time) and international and local NGO partners in Anvil mining concession areas throughout Katanga in their direct operational implementation of community mobilization and infrastructure, agricultural extension, small and micro-enterprise support, women’s micro-savings and literacy, and health and education service improvement, in liaison with and supported by the EIN Operations Director and the Livelihoods Director and their cross-cutting technical team.
- Supervise Project Managers in their implementation of governance activities in transparency, human rights and artisan and small scale mining, in liaison with and supported by the EIN Operations Director and the Extractive Industries Program Director and their cross-cutting technical team.
- Provide primary cross-cutting liaison to all private sector mining partners through direct personal reporting relationships to senior mine managers to assure that planning and implementation of livelihoods and governance activity requested of Pact DR Congo is consistent with their business needs and their own social development strategies and priorities.
- Work with the EIN Operations Director to insure that lessons learned are shared across different project sites and programs are adapted accordingly.
- Assure accurate and timely reporting of program activities by Project Managers to internal monitoring and evaluation staff and the EIN Operations Director
- Assure timely and effective communication and liaison with Anvil General Managers and social development staff to assure the organization’s needs are being met and problems identified and solved
- Focus on long-term sustainability of SMEs created under the project and job growth in each concession area.

- Serve as acting EIN Operations Director as needed.
- Perform other duties as assigned

Qualifications
- Ability to lead, supervise and manage far-flung complex development and governance activities in complex environment with a goal to implement truly sustainable development.
- Technical skills in project management of social development projects, including social infrastructure, including but not limited to scoping work, assessing partners, monitoring on-time performance within budgets.
- Proven ability to develop technical and managerial capacity of partner organizations, both NGO’s and private sector contractors.
- Ability to perform and prioritize multiple tasks and integrate multiple funding and contractual requirements
- Understanding and knowledge of private public partnerships with ability to manage complex, multi-dimensional relationships across donor, private sector and transitioning Government of the DRC at local and provincial levels.
- Ability to represent Pact DR Congo to any donor or potential donor.
- Capable of team participation, team development and leadership across senior and junior, international and national staff
- Ability to develop capacity of staff through training, trouble shooting, consultation and technical assistance in a manner that assures skill transfer to local staff.
- Strong orientation towards completing activities on time and within budget
- Proficiency in word processing, spreadsheets and database skills.
- Strong oral and written communication skills (including editing skills) in both English and French, Swahili a plus.
Education and Experience Requirements
- Ten years of direct operational management of large, multi-sector projects
- Five years of administrative and program management experience in development in dynamic fragile states environment
- Private sector experience in corporate social responsibility management
