Job Description
The EIN Senior Project Manager will manage the programmatic integration, ongoing donor relationships and reporting relationships among Pact Congo and its private and public sector partners to implement participatory and sustainable development linked with improved governance in the DRC mining sector in a mining concession area in the Katanga province of the DRC.

Specific Duties and Responsibilities
- Direct and manage sustainable livelihoods and related governance programs in a specific mining concession area assuring the implementation of all deliverables within approved budgets.
- Supervise staff of 5 or up to 15 technical staff in mining concession area, and manage sub-contractors and sub-grantees as needed, in a specific Concession area in their direct operational implementation of community mobilization and infrastructure, agricultural extension, small and micro-enterprise support, women’s microsavings and literacy, and health and education service improvement, in liaison with and supported by the Livelihoods Program Director and his cross-cutting technical team.
- Supervise Technical staff and partners in their implementation of extractive industries governance activities in transparency, human rights and artisan and small scale mining, in liaison with and supported by the Extractive Industries Program Director and her staff and consultants.
- Provide primary liaison to all mining company partner actors in the concession area to assure that planning and implementation of livelihoods and governance activity requested of Pact is consistent with their business needs and their own social development strategies and priorities.
- Assure accurate and timely reporting of program activities to internal Monitoring and Evaluation Staff and the Public Private Partnership Director.

Qualifications
- Ability to lead, supervise and manage community-level, complex development and governance activities in dynamic environment with a goal to implement truly sustainable development.
- Ability to perform and prioritize multiple tasks and integrate multiple funding and contractual requirements
- Understanding and knowledge of private public partnerships with ability to manage complex, multi-dimensional relationships across donor, private sector and transitioning Government of the DRC at local and provincial levels.
- Ability to represent Pact Congo to all involved communities, local authorities and all levels within the partner mining company.
- Ability to develop capacity of staff through training, trouble shooting, consultation and technical assistance in manner that assures skill transfer to local staff.
- Proficiency in word processing, spreadsheets and database skills.
- Strong oral and written communication skills in both English and French, Swahili a plus.
Education and Experience Requirements
- Five years of administrative and program management experience in development in dynamic fragile states enviornment
- Capable of team participation, team development and leadership across senior and junior, international and national staff
- Ability to write and edit final documents in French and English.
- Private sector experience in corporate social responsibility management
