Position Summary
Pact seeks a Grants Manager for a three year, USAID “Strengthening Civic Participation in Rwanda” project in Kigali, Rwanda. Recruitment is contingent upon successful award of the project. Only finalist candidates will be contacted. The Rwanda Project will assist USAID Rwanda and the Government of Rwanda in strengthening civic participation across Rwanda:

  • in facilitating effective and meaningful engagement between government, civil society, and citizens in Rwanda at the national level, in the areas of policy assessment, policy formulation, advocacy, monitoring, and developing planning;
  • in facilitating effective and meaningful engagement between government, civil society, and citizens in Rwanda at the local level, particularly in the areas of assessment, monitoring, and advocacy within the context of service delivery, planning processes, and capital project implementation; and,
  • the Government of Rwanda in developing a public process for giving input into and rolling out a civil service code of conduct at the local and national level.

The Grants Manager will be responsible for organizing the solicitation guidelines, the solicitation, selection and oversight of the disbursement of grants to numerous national and local CSOs/CBOs and local government bodies. S/he will work closely with the Chief of Party, the Civil Society and Governance Specialist, the Community Mobilization and Networking Specialist, and other project staff and consultants.  Responsibilities include:

  • Reviewing grant applications and assessing local and national organizations’ technical and administrative capacity to execute the programs funded by the grants;
  • Reviewing and executing agreements and ensuring contractual and financial compliance of sub-grantees;
  • Ensuring that solicitations meet USAID and U.S. Government requirements for solicitations of sub-grants.
  • Working with the Chief of Party (CoP) to determine applicant eligibility and assist with application reviews.
  • Carrying out recipient capacity assessments to receive US Government funding upon selection of recipients;
  • Supporting CSOs to upgrade financial systems (if requested and funded by missions);
  • Ensuring compliance with all appropriate rules and regulations, including Congressional mandates and policies relating to Family Planning and/or reproductive health funds;
  • Ensuring timely receipt of sub-grantee reports and working with sub-grantees to ensure ability to comply with requirements of their sub-awards;
  • Assisting with the preparation of quarterly and annual reports to USAID and other required financial and compliance reports;
  • Other related tasks at the request of the CoP.
  • The ideal Grants Manager will have:
  • Comprehensive knowledge and understanding of U.S. Government rules and regulations as they pertain to the solicitation, review, and execution of sub-awards and the preparation of cooperative agreement documents;
  • Experience in applying U.S. Government rules and regulations to procurement and/or management of contracts, awards, or cooperative agreements in a developing country context;
  • Good interpersonal and negotiations skills and experience interacting with U.S. Government agencies as well as local and national organizations;
  • At least 5 years experience in administering contracts, awards or sub-awards that serve clients, in developing countries with USAID and U.S. Government funds;
  • At least 2 years experience working with CSOs managing grants implemented in the Africa Region
  • Experience working overseas;
  • Bachelors degree or Master’s degree. The degree should have included studies in contract management, business administration, financial management, accounting, organizational development, or the candidate must show evidence of equivalent experience;
  • Expertise in Microsoft Products such as Word, Excel, PowerPoint and Access;
  • Excellent skills in written and spoken English and French required. Swahili and Kinyarwanda a plus.
