Chief of Party

Position Summary
The Chief of Party will manage an HIV/AIDS prevention, care and support program, with particular emphasis on community level interventions that focus on orphans and vulnerable children (OVC) and prevention programming. Crosscutting elements of the program are building organizational capacity and effectively administering sub-grants to community, faith-based, and non-governmental organizations (CBO/NGO/FBO) subject to the availability of funds. The COP will manage major governmental HIV/AIDS funding sources such as the U.S.G. President’s Emergency Plan for AIDS Relief (Emergency Plan), USAID, the Global Fund, other government agencies, private foundations, and corporations.

Specific Duties and Responsibilities

Coordination and collaboration

  • Serve as key representative to USAID; responsible for all communications with CTO and responses to USAID requests, etc.
  • Ensure strong cooperation and collaboration with other USG partners, USAID/Nigeria, National AIDS Commission, The Government of Nigeria, and other HIV/AIDS partners.
  • Coordinate and collaborate with USAID’s Health Team in Nigeria and Pact’s Africa regional staff.
  • Collaborate with Pact Nigeria's ADVANCE program and partners
Program management and oversight
  • Provide and/or leverage technical assistance to HIV/AIDS program implementation across the continuum of OVC services, and at the policy level
  • Develop annual work plans, program monitoring plans (PMPs), and country operational plans (COP) for submission to and approval by USAID/Nigeria
  • Coordinate and as needed conduct monitoring visits to grantee programs
  • Develop systematized TA and monitoring processes and tools
  • Oversight of program and financial planning, monitoring, evaluation, and reporting
  • Represent Pact Nigeria as requested in negotiating with donors and partners
  • Recruitment, supervision, guidance and support of staff for Pact Nigeria’s HIV/AIDS Program.
  • Submit timely progress and financial reports to USAID and Pact headquarters.
Organizational and technical development and capacity building for grantees
  • Developing and implementing an organizational strengthening component that increases grantee capacities to monitor, evaluate, deliver and report on services, and that will support their sustainability.
  • Identifying and ensuring that program responds to grantee technical assistance needs.
  • Ensure high quality program delivery and the cost-effective use of Pact Nigeria resources
Grants management
  • Administering Request for Proposals (RFAs) and other grant mechanisms supporting USAID/Nigeria’s HIV/AIDS program: This includes assuming leadership and management of the RFA process which encompasses soliciting, reviewing, selecting and managing new partners; and ensuring proper monitoring, evaluation, and reporting of grantee results. The grant management program will operate under the leadership of a program technical review committee convened by the Chief of Party.
Qualifications
  • Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in Nigeria.
  • Technical expertise in orphans and vulnerable children (OVC) programming strongly preferred.
  • In depth knowledge of USAID regulations, systems and procedures for managing grants programs with many sites, partners and customers is mandatory.
  • Demonstrated knowledge of USAID/PEPFAR results reporting and grantee monitoring, evaluation and reporting requirements.
  • Demonstrated knowledge of USAID funding processes and requirements
  • Excellent team building and interpersonal communications skills including listening, mediating, negotiating and collaborative problem solving; strong leadership skills
  • Proven skills in building organizational capacity in HIV/AIDS and/or program and grants management.
  • Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
  • Knowledge of monitoring and evaluation systems.
  • Strong and proven analytical, writing and oral presentation skills
  • Proven ability to establish and sustain interpersonal and professional relationships with USAID missions, international PVOs and local NGOs
  • Ability and willingness to travel within Nigeria
Education and Experience Requirements
  • Masters degree in public health or a related social science
  • Demonstrated experience as a senior manager (a minimum of 10 years) of complex USAID-funded grants programs is required (preferably under PEPFAR); prior grant management experience in Western Africa a plus.
  • Extensive knowledge of and management experience in HIV/AIDS programming (design, development, implementation, evaluation).
  • Thorough knowledge of USAID & PEPFAR policies, procedures and regulations.
  • Prior experience in Nigeria preferred.
  • Fluency in English required, and a local Nigerian language preferred.
