Country Representative (CR) and Chief of Party (COP)

Position Summary
The Country Representative/Chief of Party will serve as leader and primary representative of the Pact Cambodia Office and will provide general oversight of all programs. As Country Representative, s/he is charged with responsibility for smooth execution of the day-to-day operations of the office and with serving as the link between Pact Cambodia, the SE Asia-EurAsia Region and Pact Headquarters. S/He also serves as the team lead for the Local AdministratioFOn and Reform Program (LAAR), providing direct oversight and leadership for that program. The Country Representative directly supervises national and foreign senior managers and assures appropriate staff development and collaboration for all Pact Cambodia staff. As CR/COP s/he ensures project deliverables are met in quality and timely manner and ensures compliance with all donor-related requirements. The CR/COP or her/his designee serves as the final signature on all official Pact Cambodia documents.

Specific Duties and Responsibilities
Leadership and Management
  • Serve as Pact Cambodia’s team leader with particular attention to:
    1. ensuring results through a focus on quality, cost effectiveness and timeliness of Pact activities,
    2. maximizing coordination and synergy among Pact activities,
    3. assuring positive representation of Pact to the wider stakeholder community.
  • Provide supervision and support to Pact country senior staff.
  • Assume final responsibility for all work plans and reports.
  • Participate in and exercise leadership in Pact worldwide strategic planning.
  • In coordination with Pact Headquarters, negotiate contracts, grants, cooperative agreements and their modifications or extensions. 
  • In coordination with Pact Headquarters, provide strategic planning, marketing support, proposal development, and identification of potential donors. As a member of Pact’s worldwide staff, the Country Representative also contributes to the development of Pact as a worldwide organization.
  • Provide specific leadership and oversight to the LAAR program, assuring quality program implementation and outcomes
  • Ensure that all programs practice appropriate qualitative and quantitative data collection and that learning from this information is applied to ongoing programming
  • Facilitate and/or participate in learning communities and task forces.
Capacity Building and Sub-grant Management
  • Assure maintenance of systems for effective management of the sub-grant cycle from pre-award to close-out.
  • Take responsibility for the oversight of all sub-grants, visiting sites if needed, and monitoring the status of projects.
  • Provide leadership in design and implementation of capacity building initiatives for grantees and other stakeholders.
  • Assure the implementation of compliance and monitoring plans for all projects.
  • Participate/lead in the development of the application of capacity building innovation to Pact’s platform sectors as requested.
Finance
  • Coordinate with Pact Headquarters and Pact Asia Regional Support Network (ResNet) staff to ensure that finance policies, procedures and controls are in place, clearly communicated to Pact Cambodia staff, and followed.
  • Provide financial and administrative information to HQ and donors as required.
  • Review financial reports to ensure accuracy and completeness.
  • Ensure compliance with all donor-related, Pact, and project-specific policies.
  • Oversee budget development and tracking, including the requesting of necessary approvals for program expenses and the tracking of obligations and spending in concert with the work plan.
  • As COP, manage the budget of the LAAR Program.
Human Resources
  • Coordinate with Pact Headquarters and Pact Asia Regional Support Network (ResNet) staff to ensure that human resource policies, procedures and controls are in place, clearly communicated to Pact Cambodia staff, and followed.
  • Make final decisions regarding hiring, promotion and separation of staff.
  • Support continued growth of staff through strategic, deliberate internal capacity building.
  • Ensure that Pact Cambodia staff participate, when appropriate and possible, in Pact global initiatives, trainings and meetings.
  • Invest in consistent team building to increase cohesion between staff in all projects.
  • Ensure an open, fair and motivating personnel performance management system that results in high morale and high performance.
  • Oversee management of benefits including provident fund, leave accrual & usage and medical aid.
  • Ensure that expatriate benefits are in line with budgeted and contracted amounts.
Office Operations
  • Review, negotiate and maintain office lease agreement.
  • Ensure that operations staff promptly report problems to building management.
  • Provide financial oversight of the facilities budget
  • Coordinate with Pact Headquarters and Pact Asia Regional Support Network (ResNet) staff to ensure that procurement and administrative, including travel, asset management and vehicle usage, policies, procedures and controls are in place, clearly communicated to Pact Cambodia staff, and followed.
  • Assure compliance with approved marking and branding plan for Pact and USAID
  • Ensure that business, home leave and R&R travel is conducted in most economical and efficient manner.
  • Take final responsibility for property disposition/transfer for close out of any Pact programs as well as grantees.
  • Ensure that filing systems (hard copy and electronic) meet organizational and audit requirements.
  • Track, coordinate and negotiate various insurance policies for Pact country office and programs.
  • Oversee and approve negotiations for purchase orders for supplies, services and equipment.
  • Ensure that Pact offices and equipment are maintained and that any issues are promptly addressed by operations staff.
  • Approve distribution of petty cash and reconcile weekly with finance.
  • Authorize distribution of keys/building gate remotes to staff.
  • Ensure that operations staff arrange and maintain storage for archiving files.
  • Assure hiring of short-term consultants as needed in areas such as financial management and internal controls, product development, organizational structure, business planning, development of policies and procedures, legal advice.
Security
  • Assure implementation of appropriate security policies, procedures and controls that are in alignment with Pact Headquarter security guidance.
  • Develop additional security as may be required due to country specificities.
  • Representation, Liaison and Coordination
  • As Country Representative for an international NGO. contribute strategically through participation in relevant existing fora in building a vibrant civil society sector in Cambodia
  • Represent Pact Cambodia with current and potential donors, members of the Cambodian government, foreign embassies, UN agencies, private sector stakeholders, non-governmental organizations, and others working in Cambodia.
  • Liaise with USAID personnel specifically on LAAR program activities, as needed and help assure coordination with other USAID Implementing Partners on common objectives and activities.
  • Encourage and expand senior staff external relations with government, community, civil society, and international stakeholders in country
  • Lead coordination with national and international partners of government, stakeholders, private sector, and donors on common objectives and activities.
  • Represent Pact’s country operations to Pact Headquarters and vice versa.
  • Assist the President of Pact in representing Pact in Cambodia.
Program and New Business Development
  • Identify and pursue new program opportunities for Pact, with the support and coordination of Pact Regional Support Network (ResNet) and Pact Headquarters.
  • Initiate a broader strategic analysis of the country context that directs the appropriate development of the country program(s).
  • Ensure that Pact continues to build programs based on strategic analysis of the Cambodian context.
  • Coordinate/oversee strategic planning or Theory of Change for Pact Cambodia with support if needed from Pact Regional Support Network (ResNet) and Pact Headquarters.
  • Establish and maintain working relationships with the development community in country as a base for building/maintaining/expanding a sustainable country and regional programs.
  • Coordinate marketing and promotion of Pact within country: involve program, grants, management and other staff in identifying and pursuing new business opportunities.  Ensure strategic growth for Pact in line with strategic plan and/or theory of change.
  • Lead the implementation of Pact country strategy.
Qualifications
  • Minimum of five (5) years in management in an overseas setting
  • Proven track record with program, human resource, and financial management,
  • Experience reading and tracking budgets;
  • Demonstrated team building and facilitation skills;
  • Ability to present concepts clearly and effectively to a variety of types and sizes of audiences;
  • Strong oral and written communication skills;
  • Strong facilitation and mentoring skills;
  • Understanding of how to develop practical and thorough policies and procedures;
  • Ability to work collaboratively and collegially in multi-cultural teams;
Education and Experience Requirements
Required
Master’s degree or equivalent and five (5) years of management experience is required

Preferred:
  • Experience in managing democracy and governance programs
  • Sub-grants management experience
  • Experience in working with USAID-funded programs
  • Previous experience in Asia a bonus
