Human Resources Officer

Position Summary
The Human Resources Officer will administer, coordinate and provide assistance in various human resources processes, such as, employee health and welfare benefits, retirement program, performance management, compensation, HRIS, employee relations and EEO programs. The HRO will also participate in the department’s overall annual and long-term goals and objectives.

Specific Duties and Responsibilities
Human Resources
- Process all employment actions and documentation, such as employment agreements and amendments, for new hires, transfers and terminations.
- Generate and implement payroll changes.
- Facilitate new employee benefit orientation.
- Design and distribute Human Resources related materials for orientation.
- Administer a comprehensive health and welfare benefits package, which includes medical, dental, group life, AD&D, disability, retirement, vacation/sick leave, professional development and tuition benefits for staff.
- Coordinate the process, documentation and verification of new enrollments, eligibility changes and terminations for all employees.
- Assist with the implementation for each health and welfare benefit renewal and the corresponding annual renewal process.
- Ensure completeness and accuracy with carrier billing and the reporting of eligibility changes to insurance carriers.
Human Resources Officer
- Coordinate COBRA and HIPAA administration.
- Coordinate and administer medical evacuation enrollment for traveling headquarters staff.
- Coordinate the performance management and probationary review programs.
- Communicate approved salary changes to payroll and the employee.
- Complete salary analysis for individuals or groups when needed.
- Conduct and respond to periodic compensation and benefit surveys.
- Implement and administer current HRIS database by entering and updating data in the HRIS for the full human resource lifecycle of each employee.
- Produce and maintain periodic human resources reports for management.
- Maintain the human resources filing systems, electronic and paper.
- Respond to inquiries for employment verifications.
- Develop, update, implement and/or communicate personnel policies and procedures in compliance with standard HR practices, laws and regulations.
- Participate in the department’s development of goals & objectives.
- Review, revise and streamline HR forms and practices to enhance efficiency and effectiveness.
- Conduct periodic internal audits to ensure compliance with IRS, federal and state statutes and regulations.
- Assist with compilation of statistics and material in support of affirmative action and various compliance requirements.
Knowledge Management
- Participate in various cross-function teams developed for the completion of a specific task or project and/or to support on-going activities.
- Place key documents on the Intranet, including policies, templates, forms, contact lists, etc.
- Ensure that the most updated information regarding the programs or initiatives backstopped or administered by the employee is shared via the designated mechanisms: including any databases, newsletters and the web page.
- Maintain the e-filing system of shared network drives: saving all relevant information to the designated location.
- Facilitate and/or participate in learning communities and task forces.
- Respond to information requests from colleagues and the field in a timely manner.
- Perform all work safely and maintain a safe working environment.
- Perform other duties as assigned.
Qualifications
- Demonstrated sensitivity in handling confidential information
- Strong interpersonal skills and the ability to work effectively both in groups as well as independently
- Ability to provide excellent customer service to employees.
- Knowledge of employee benefits and human resource practices and related laws and regulations.
- Ability to perform and prioritize multiple tasks with close attention to detail and accuracy.
- Proficiency in word processing, spreadsheets and database skills.
- Strong oral and written communication skills.
- Ability to thoroughly document actions taken.
