Logistics and Procurement Director

Position Summary
Purpose of the position: Assure that Programs and Projects are adequately supported by Logistic and Procurement Department. The Logistics & Procurement Director will be responsible for implementing the logistics and procurement system of Pact DRC in order to support rapidly expanding livelihoods and related activities where logistics and procurement needs to be more timely and efficient. She/he will be also responsible for, developing the local human resource or staff capacity and training on logistics and procurement policies and procedures. She/He is responsible for sourcing, procuring and importing various commodities within the budget constraints and in accordance with the terms of contracts and grants. Responsibilities include cost and price analysis, selecting appropriate suppliers and ensuring compliance with contracts. She/he reports directly to the Pact DR Congo Country Representative and works in close support to both Program and Finance/Administration.

Specific Duties and Responsibilities
Procurement: the incumbent will
- Be responsible and accountable for reviewing/developing strategies and long range interventions of Pact DR Congo’s procurement policies and procedures to strengthen the organization’s procurement operations;
- Review and/ or develop innovative and practical procurement policies for regular activities and emergency activities;
- Oversee the planning and delivery of procurement services, ensuring appropriate risk management, fiduciary, quality control, and consistent application and interpretation of Pact DR Congo’s policies in making procurement decisions;
- Provide support to Pact DR Congo’s field offices (currently 7—5 in Katanga, 1 in Kinshasa and 1 in Ituri) engaged in procurement, both regular and emergency;
- Prepare policy papers, operational directives, reports, standards, guidelines and other procurement materials, as may be required;
- Assure effective team work among the Procurement Department, Program Departments and Finance Department;
- Design of professional training and human resources development activities relating to procurement, particularly with respect to contract administration and management to local staff;
Logistics: the incumbent will
- Develop logistical plans for existing operations as needed;
- Develop and implement approaches to allow effective execution of logistic;
- Develop operating procedures for logistics;
- Manage and coordinate logistics operations with finance and program-ensure that requirements take account of specific needs;
- Guide and supervise the work of local logistic staff including the Logistics and the Procurement Managers;
- Ensure that local staff is adequately trained, identify additional training needs to achieve high working standards;
Qualifications

- Experience with USAID OMB financial and grants regulations preferred;
Education and Experience Requirements
- MBA or related advanced degree equivalent;
- Extensive (10 years or more) experience in DR Congo or similar countries and with mining companies, managing procurement, logistics and project management systems.
