Monitoring and Evaluation Officer

Position Summary
The Monitoring and Evaluation Officer will be the lead team member on M&E planning and activity implementation for a U.S. Department of Labor (USDOL) “Combating Exploitative Child Labor through Education” project based in Guatemala. This staff member will be responsible for leading efforts to evaluate progress in program implementation of preventative child exploitation activities through theoretical and practical knowledge.

Specific Duties and Responsibilities

  • Collaborate as needed with USDOL, ministries, INGOs and local NGOs
  • Assist in the development of Monitoring, Evaluation, Research and Learning Plans (MERL plans) and standardized M&E tools for program monitoring
  • Assist in the training of subcontractors in the implementation of M&E procedures and use of M&E data for program improvement
  • Forward best practice in MERL at the program, country and international level
  • Participate in collection and/or provide technical assistance for M&E data collection and use
  • Supervise data management and participate in epidemiological analysis of data collected
  • Support other projects as assigned by USDOL or Project Director
  • Lead and participate in relevant learning networks
  • Perform other duties as assigned
  • Perform all work safely and maintain a safe working environment

Qualifications

  • Deep knowledge in best practice of monitoring and evaluating international development programming
  • Skill and experience working with preventative child labor and/or education programs
  • Ability to collaborate with multidisciplinary project teams in international settings
  • Ability to travel 25% of the time

Education and Experience Requirements

  • Bachelors degree in monitoring, evaluation, strategic information  or social science research (preferred)
  • At least 3 years of progressive experience in monitoring and evaluation of international development projects, such as child labor, education and training, or other relevant experience
  • Experience in strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management and knowledge of the Government Performance and Results Act (GPRA)
  • Proven ability to build capacity of project team and stakeholder partners in various M&E competencies
  • Fluency in English and a working knowledge of Spanish
