Position Summary
The MER Technical Advisor will provide leadership and capacity building to the MER Team (WRAPP and Peacebuilding MER Officers) in the design and implementation of monitoring, evaluation and reporting systems in support of Pact’s Programs in Southern Sudan.  The MER team will ensure that Pact and its implementing partners and grantees provide compatible data supportive of program donor reporting requirements. The MER Advisor is responsible for developing and implementing methodologies and standards in line with donor requirements for collection of quality data and analysis of results for evaluating program activities. In addition, with the MER Officers, s/he will develop presentations and written reports based on evaluation findings and promote capacity strengthening both with Pact Sudan, as well as with partner and grantee organizations through mentoring and training in monitoring, evaluation and reporting.  A key part of the MER Technical Advisor’s role will be to provide mentoring, coaching  and training to Pact’s M&E Officers on the various programs and ensure they have the technical skills and knowledge to provide increasingly professional and technical programmatic MER support.

Specific Responsibilities
Working closely with the Peace Building Program Team Leader and Managers and ensuring the full involvement of MER Officers the post holder will:

  • Design a collaborative program of support to and development of MERL Officers;
  • Review existing Pact MERL tools and existing performance indicators for the Sudan Country Program;
  • Develop a strategic monitoring and evaluation action plan to achieve maximum results at program level;
    Initiate and oversee its implementation;
  • Design and maintain a database to manage all indicators for the MER Performance Framework;
  • Build the capacity of MERL officers and program staff on the principles and practice of results-based management (RBM);
  • Develop and customize tools for collecting and analyzing quantitative and qualitative data;
  • Develop mechanisms for field-based monitoring of outputs and outcomes and train staff and grantees on their implementation;
  • Train and organize key staff to collect, analyze and aggregate M&E data across partner and grantee projects;
  • Ensure that all Donor MERL requirements are met;
  • Design and implement knowledge management systems that allow staff to review and analyze data and information on relevant technical areas;
  • Undertake an annual internal performance audit to measure individual project and program impacts;
  • Create a learning program for Pact Sudan based on best practice;
  • Communicate MERL results to key Pact staff, partners and grantees and donors;
  • Provide MERL input into monthly, quarterly and annual reports;
  • Maintain regular links with the Sudan Area Managers and Community Development Officers;   
  • Facilitate MERL Officers in maintaining adequate files on all MER issues related to the various programs;
  • Keep the Pact Sudan leadership team appraised of program wide country wide trends in relation to peace building;
  • Coordinate closely with implementing partners and grantees in order to identify and implement lessons learned from ex-post evaluations into the structure of new programs and M&E practices;
  • Coordinate with key partners and specialists in monitoring and evaluation efforts;
  • Remain informed of new developments in M&E through participation in fora with international and sister agencies--participate in M&E related conferences and workshops as appropriate;
  • Maintain close communication with Pact Regional MERL staff, and donor MERL staff assigned to the program.
  • Contribute to the Pact MERL Platform intranet and meetings

Qualifications and Requirements

  • A minimum of five years experience designing, managing and implementing results-based MER systems;
  • A Masters Degree or the equivalent in the social sciences, international relations, Development Studies, with a specialty in M&E data programming or related subjects;
  • Empathy with and understanding of a complex, low resource and challenging environment
  • A passion for contributing to a dynamic working environment
  • Demonstrated leadership experience in MER;
  • Demonstrated skills in mentoring and coaching
  • Experience with evaluation and research design, data collection and analyses, indicator construction, curriculum development and computer software, especially  MS Word and database programs;
  • Strong analytical and evaluation skills;
  • Strong training skills
  • Ability to work independently, take initiative and manage a variety of activities concurrently;
  • A strong team player with excellent interpersonal skills;
  • Ability to communicate technical issues effectively and confidently;
  • Strong ability to perform and prioritize multiple tasks;
  • Fluency in English with excellent writing, analytical and strong presentation skills.
  • Knowledge of Arabic useful, but not essential;
  • Ability and willingness to travel to remote parts of Sudan;
  • Prior experience in Sudan or other conflict or post conflict country and Knowledge Management.
