Proposal Coordination Officer

Position Summary
The proposal coordination officer works with others in the program development unit, technical platform networks, operational units and Pact staff worldwide to develop programs and prepare proposals for submission to donor agencies, including: bilateral donors and multilateral donors, foundations, USAID, the Department of State and other US government agencies. In addition to coordinating specific proposals, the PDO may contribute to longer-term market research and trends analysis.
He/she also assists the new business development director and staff to establish and maintain state-of-practice marketing and proposal development processes, systems and procedures—including helping to establish and maintain necessary databases, electronic toolkits and newsletters. This is a position that requires a high level of attention to detail.

Specific Duties and Responsibilities
Proposal Development
- Support proposal managers, program officers, country representatives and other staff to develop proposals for new project activities and/or amendments to current projects
- Conduct research for and draft proposal sections including: resumes, institutional capacity statements, past performance references, management plans, executive summaries, and project abstracts
- Coordinate, compile and format proposal inputs
- Assist with proposal budget reviews and cost application inputs
- Finalize, package and submit proposals according to funder specifications and deadlines as well as Pact’s quality standards
- Track funding opportunities on various databases
- Perform other proposal development tasks as needed and assigned by proposal manager
Partnership Development and Donor Relations
- Coordinate teaming agreements, memoranda of understanding, and other institutional agreements with partners
Build a network of peer business contacts within Pact’s industry
Strategy Development
- Conduct research on donors and partners for specific funding opportunities
- Monitor and share information from outside sources of news, including political and security information
- Attend and represent Pact at relevant briefings and meetings
- Represent NBD at relevant platform meetings
Knowledge Management
- Support design and roll out of NBD IT infrastructure
- Participate in producing Pact’s internal NBD quarterly newsletter
- Develop and maintain proposal development tools and marketing products
- Maintain electronic files and databases
Qualifications
- 1-2 years experience in international development
- Fluent in English, proficient in another language
- Ability to establish and sustain interpersonal and professional relationships with Pact staff in overseas offices, in donor organizations and in peer organizations
- Knowledge and understanding of fundraising practices and principles
- Availability to travel at short notice
- Ability to perform and prioritize multiple tasks
- Proficiency in word processing, spreadsheets and database skills
- Strong oral and written communication skills
- Ability to work collaboratively and collegially in teams
- Excellent writing, editing and proof-reading skills
Education and Experience Requirements
Required
Bachelor’s degree and two (2) years of experience is required
Preferred
Master’s degree
1-2 years of development experience in overseas setting
Fluency in French
