Program Director, GMR Community REACH Program

Position Summary
The Program Director (PD), Greater Mekong Region (GMR) Community REACH Program, will work in close collaboration with the Country Representative (CR)/Chief of Party to provide program management to the GMR Community REACH  Program in Thailand, China, Burma and Laos. As a key member of the Pact Thailand management team, the PD’s responsibilities include program development, program planning, program implementation, program monitoring and evaluation. The GMR Community REACH Program supports comprehensive HIV prevention, care and treatment for MSM in Thailand and Laos, and PLHA livelihoods development in Thailand, Burma and China.  The PD is responsible for day to day management of the Pact Thailand GMR project management cycle, including supportive supervision of the program team, results documentation and donor reporting.  The PD works closely with Pact finance and technical teams, and other partners, to support a portfolio of NGO grantees.  The program team manages subagreement development and monitoring, designs and facilitates training workshops/coaching sessions; and supports the progress of grantees in achieving their organizational development (OD) and programmatic objectives.  The PD also supports the development, management and documentation of the HIV livelihoods programs and strategies (such as the WORTH program) in the GMR region. 
The PD reports directly to the Pact Thailand Country Representative/Chief of Party.  The position will involve periodic travel throughout the region and within Thailand.

Specific Duties and Responsibilities
A. Supervision of Program Team

  • Coordinate program staff activities, provide direction, feedback and support to program officers to ensure program success;
  • Manage program implementation, troubleshoot problems, drive implementation through prioritization, clear communications, and balancing of team tasks.
  • Ensure an open and transparent work environment that encourages maximum interaction and communication among Pact Thailand staff, regional staff and GMR program grantees;
  • Together with the CR, support smooth integration of technical support, finance and grants into program activities;
  • Supervise consultants, develop and approve scopes of work (SOW)s,
  • Ensure high quality program delivery and support local quality improvement initiatives;
  • Provide orientation to new regional and Pact Thailand staff;
  • Ensure the cost-effective use of program resources.

B. Program Management

  • Manage annual work planning and monitoring.
  • Conduct programmatic reviews of grantee performance; review results and develop lessons learned in collaboration with assigned Pact staff;
  • Manage the annual and semi-annual reporting process with staff and partners.  Edit and finalize semi annual and annual progress reports and support the development of Country Operational Plans for each country, as required;
  • Coordinate the provision of technical assistance activities related to the implementation of grantee program activities; 
  • Support development of country operational plans with the Pact CR and USAID Regional Development Mission/Asia;
  • Collaborate in providing information and reports to Pact headquarters and the Pact Asia Eurasia regional network office;
  • Ensure effective coordination and communication with the finance and administration teams and the technical support teams in OD and HIV livelihoods.

C. Monitoring and Evaluation

  • Oversee monitoring and evaluation of program effectiveness and assure accurate results reporting to USAID RDM/A;
  • Propose adjustments in M&E systems and practices to meet programs goals and objectives as needed;
  • Supervise the Monitoring, Evaluation, Reporting and Learning (MERL) Officer in Pact Thailand;
  • Support the development of results frameworks and indicators for comprehensive HIV prevention and care programs for MSM, OD for NGOs, and livelihoods for PLHA;
  • Develop learning agendas for each program area and provide support to enable continuous learning and improvement at program and partner levels;
  • Support evaluation of program results with key partners and program areas;
  • Represent Pact Thailand in M&E working groups as required.

D. Contracts and Grants

  • Coordinate, with the CR, the management of the C&G function, including supportive supervision of  the Pact Thailand Grants Officer;
  • Support oversight, with the CR, as required of the major international subgrantees, including International HIV/AIDS Alliance;
  • Coordinate with relevant Pact departments including contracts & grants; and finance & administration;
  • Support pre-award activities and subcontract management, including pre-award assessments, budget and cost analysis, subgrant and subcontract negotiations, award and modifications;
  • Provide assistance to grantees on a range of program management issues including program design, work plan and budget development, sub-recipient monitoring, drafting of narrative progress reports and best practice documentation;
  • Participate in the development competitive bidding related to program management, RFAs, review applications and participate in the selection process including the development of technical and cost questions for applicants;
  • Conduct regular site visits to grantees in each country supporting improvement in Pact Thailand’s systems for subgrantee monitoring.

E. Representation and Donor Liaison

  • In close coordination with the CR, perform liaison activities with the USAID mission (RDM/A), USCDC, and other donor representatives, partners, subgrantees, applicants, and others as required;
  • Market Pact programs as required and participate in new business development as necessary, including the preparation and drafting of proposals;
  • Work directly with partners to lead the design and continual refinement of capacity-building to increase the ability of civil society organizations and networks to achieve sound organizational management and program results;
  • Assure that all training documents and program materials used by NGOs and/or networks reflect principles, practices, and objectives of Pact;
  • Represent Pact Thailand and Country Representative/Chief of Party as requested in negotiating with donors, clients, partners and the public.

F. Knowledge Management

  • Identify and extract best practices and lessons learned among grantee technical approaches and methodologies;
  • Coordinate documentation of these practices and lessons learned in USAID progress reports and Pact publications;
  • Participate in technical assessments, reviews and working groups, as requested by donors and partners;
  • Supervise the maintenance of key documents on the intranet and shared drives;
  • Supervise the management and maintenance of a complete and up-to-date program website.

Qualifications

  • Strong program management experience in all phases of the project life cycle.
  • Expertise in at least one of the following:  HIV/AIDS program management, organizational development or process consulting, and poverty alleviation and livelihoods
  • Knowledge and understanding of USAID or other major donor’s policies, procedures or regulations for program implementation/grants program;
  • Ability to establish and sustain interpersonal and professional relationships with grantee organizations, local staff, collaborating agencies and donors;
  • Strong oral and written communication skills including excellent written English (required) and verbal ability in Thai (desired);
  • Ability and willingness to travel in the Greater Mekong Region and understanding of issues affecting HIV programming in the region;
  • Excellent skills in supportive supervision, coaching and team management;
  • Able to contribute to new business development, project design and proposal writing.

Education and Experience Requirements

  • Masters Degree in public heath, development, management, international relations, social sciences or related field.
  • A minimum of 10 years experience in international development (preferably at least 5 years on USAID funded programs). 
  • Experience in supporting and monitoring field-based programs.
  • Experience in supporting and monitoring community-based HIV/AIDS projects with most-at-risk populations, including MSM/TG and MSW strongly desired.
