Position Summary
The Program Manager, Capacity Building and Knowledge Management (PM, CB/KM), promotes capacity development and knowledge management within Pact Malawi and manages the development, coordination, and delivery of quality capacity building services to Pact Malawi programs and partners. The PM, CB/KM is responsible for implementation of Pact Malawi’s CB efforts under the Community REACH project, as well as Pact Malawi’s participation in the EBT-Prev and BRIDGE HIV prevention projects, led by PSI/Malawi and JHU/CCP, respectively.

Specific Duties and Responsibilities
I. Manage Pact Malawi’s capacity building/organizational development (CB/OD) efforts

  • Oversee Pact Malawi’s CB/OD efforts on three HIV/AIDS projects: Community REACH (approximately 45% effort), the PSI-led EBT-Prev (50%), and the JHU/CCP-led BRIDGE II (5%). This includes developing and monitoring project work plan implementation, coordinating relationships with prime partners, and monitoring project budgets.
  • Manage agreements with Pact Malawi’s CB/OD partner(s) and service providers.
  • Oversee administration of organizational capacity assessments of partners and development and implementation of partners’ institutional strengthening plans.
  • Lead organizational network analyses of Pact Malawi’s REACH partners, and partners and service providers in EBT-Prev and BRIDGE II project areas.
  • Supervise and conduct capacity building/organizational development and network strengthening technical assistance to Pact Malawi’s in-country partners.
  • Supervise and mentor Pact Malawi’s CB/OD program officer; coordinate other Pact Malawi staff members’ input into CB/OD efforts.
  • Lead or coordinate capacity building trainings in identified priority capacity areas.
  • Actively participate in Pact’s OD community of practice, including attending meetings, contributing materials, and responding to requests for information.
  • Oversee field testing in Malawi of new and improved technical methodologies, tools, and other products and services.
  • Prepare CB/KM team monthly highlights and activity reports.
  • Keep current with new best practices and capacity building services, tools, methodologies, and curricula; share and promote relevant knowledge/resources with Pact Malawi staff, in-country partners, and other relevant stakeholders.
  • Represent Pact Malawi and its CB/KM work at conferences, agencies, meetings and other fora.
  • Perform other duties as assigned.

II. Manage Pact Malawi’s knowledge management efforts

  • Manage Pact Malawi’s in-house learning series.
  • Ensure that the most up-to-date information regarding the programs or initiatives supervised by the employee is shared via a range of mechanisms: including reports, newsletters, and the web page.
  • Work with monitoring, evaluation, and learning teams at Pact Malawi and Pact globally to track OD progress.
  • Review relevant reports, evaluations, and other internal and external resources (including the tacit knowledge of individuals) as necessary to utilize Pact expertise and experience for improving program implementation.

Qualifications

  • Familiarity with principles of capacity building, organizational learning, and development and their link to social change.
  • Strong oral and written communication skills.
  • Ability to lead and work effectively in a team consisting of people with different technical backgrounds and with varying levels of technical training.
  • Ability to balance competing priorities and ensure that lines of communication remain clear and open.
  • Well organized and able to prioritize multiple tasks, while achieving results.
  • Ability to gain a thorough understanding of complex projects and systems, and to understand bigger picture and see strategies through to implementation.
  • Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic, and presentation media.
  • Demonstrated training and facilitation skills.
  • Strong computer skills including MS Word, MS Excel, PowerPoint applications.
  • Sensitivity to other cultures and social systems and genuine interest in development issues.
  • Ability to travel with Malawi up to 30% time.

Education and Experience Requirements

  • Minimum 10 years work experience, with practical experience in developing and implementing capacity building in an international/community development context; familiarity with Pact’s OD tools and methodologies and organizational network analysis software a plus.
  • Minimum 5 years experience managing programs and staff.
  • Master’s degree or higher in international development, nonprofit management, organization development, or related field.
