Monitoring, Evaluation and Reporting (MER) Specialist

Overview
Pact, Inc in Namibia is seeking qualified candidates to fill a Monitoring, Evaluation and Reporting Specialist position in a national program combating HIV and AIDS funded by USAID through PEPFAR. At the direction of the MER/Learning Manager, the MER Specialist will apply an advanced understanding of HIV and AIDS monitoring, evaluation and reporting to continually measure and assess the performance of Pact-funded HIV and AIDS programs in the areas of community prevention of HIV transmission, care and support for orphans and vulnerable children, programs for HIV infected individuals and their families, and community mobilization and mitigation. The MER Specialist will provide technical assistance to continually build the MER capacity of Pact Namibia partners over the life of their projects.
Duties and responsibilities
Collect, assess and report on the performance of partner activities:
- Conducting data verifications for data reported quarterly by partners and supporting partners to ensure data quality;
- Following up with partners on submission of MER procedures and plans and Data Quality Plans;
- Reviewing partner reports and indicator data for compliance with PEPFAR Strategic information guidelines.
- Maintaining and updating MER files for partners;
- Share the findings and analysis of partner performance reports with Pact staff responsible for supervising partner awards and strengthening partner capabilities.
Provide technical assistance to strengthen Pact partner MER capabilities:
- Conducting MER Assessments for Pact partners;
- Assisting partners with any GRN reporting requirements and new PEPFAR indicators
- Preparing and co-facilitating MER trainings for partners;
- Facilitating MER Communities of Practice for Prevention, OVC and Care and Treatment;
- Provide targeted technical assistance to improve partner organizations’ MER plans, implementation or capabilities.
Support Pact performance reporting to donors and other stakeholders:
- Extracting indicator data from partners’ reports and entering into the Pact database for onward reporting to USAID/PEPFAR;
- Communicating with partners on reports to be submitted as well as follow up questions regarding data submitted to Pact for reporting
- Developing MER data collection tools for the Pact Performance Monitoring Plan and conducting periodic collection of the required data for onward reporting to USAID Namibia;
- Supporting the writing and data presentation of periodic and ad hoc Pact reports to USAID Namibia.
- Providing overall feedback on MER to partners.
Qualifications and Requirements
- Graduate Diploma in social science or related field required;
- At least 3 years experience developing and implementing monitoring and evaluation activities in the HIV/AIDS health sector required;
- Minimum of two years of relevant professional experience in monitoring and evaluation, data collection and program reporting required;
- Experience working with the NGO civil society sector desired, especially local Namibian organizations implementing HIV/AIDS projects;
- Experience required with data processing software i.e. MS Office, Excel, Word;
- Experience with databases desirable;
- Ability to conduct basic research e.g. using the internet, secondary and tertiary sources of data relevant for the program;
- Ability to work independently, take initiative and implement a variety of activities concurrently.
- A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment;
- Fluency in English for day-to-day communications. Knowledge of other local languages useful.
- Good writing, presentation, and facilitation skills;
- Applicant must be a Namibian citizen or have a valid Namibian work visa eligible for work for at least 3 years.
