Proposal Cost and Budgeting Analyst

Position Summary
This position plays a critical role in Pact’s risk mitigation, donor diversification, and compliance endeavors. Situated within the Business Development department, the Proposal Cost and Budgeting Analyst will ensure that cost proposals and budgets: fully account for the costs of implementing Pact programs, are competitive with respect to funder costing principles; and compliant to funder requirements and Pact’s internal policies. The Proposal Cost and Budgeting Analyst will work closely with all members of the Business Development department as well as colleagues at Pact headquarters and country offices. S/he will also liaise regularly with representatives of funder and partner organizations.

Specific Duties and Responsibilities 
Proposal Development

  • Support cost application preparation including: development and review of budget, budget notes, and supporting documentation required by funder
  • Ensure that cost applications are responsive to donor requirements
  • Advise proposal managers on budget design, including cost sharing
  • Conduct cost/price analysis of cost proposals submitted to Pact from sub-grantees and sub-contractors
  • Review all proposal budgets for compliance with donor requirement and Pact policies

Partnership Development and Donor Relations

  • Design budget templates for various donors to facilitate the budgeting process
  • Build a network of peer business contacts within Pact’s industry

Strategy Development

  • Support financial forecasting exercises
  • Participate in developing diversification strategies for Pact’s financial growth and sustainability
  • Collaborate with Finance division to develop accounting systems that will be more compatible with the organization’s diversification goals
  • Track trends in donor financial requirements
  • Develop tools to support efficient, accurate budget development
  • Represent NBD at relevant financial planning and program meetings

Knowledge Management

  • Develop and conduct training for HQ and field staff on proposal budgeting and cost analysis
  • Participate in producing Pact’s internal NBD quarterly newsletter
  • Maintain electronic files and databases

Qualifications

  • Knowledge of USAID and other bi- and multi-lateral donor regulations
  • Demonstrated experience developing a variety of budgets including: cost-reimbursable, time and materials, activities-based, etc.
  • Advanced skills with automated spreadsheets, database management and word processing, especially Word, Excel and Windows
  • Experience in budgeting, financial analysis and forecasting
  • Excellent writing, analytic and communication skills
  • Ability to work in a team environment, to work under pressure, prioritize multiple tasks and meet inflexible deadlines gracefully
  • Ability to build and manage collaborative relationships with partner organizations, clients and Pact field and HQ staff 
  • Excellent multitasking and prioritizing skills
  • Fluent in English

Education and Experience Requirements
Required
Bachelor's degree in finance, accounting, or other relevant field;
Preferred
MBA or relevant advanced degree is desirable
Minimum of 5 – 8 years experience preparing and reviewing cost and business proposals for grants and contracts
Proficient in another language
