Regional Grants Advisor

Position Summary
The Regional Grants Advisor analyzes relevant risk factors of Pact sub-grant programs based on information gathered first-hand or through HQ compliance visits and provides technical assistance to bring procedures in line with Pact policy. As a key member of Operation’s Grants and Contracts Department, the Technical Advisor actively participates in Pact’s Community of Practice for Sub-grant management and will participate in development of trainings, tools, and manuals for Pact Sub-grant Administration. Responsibilities include:
- Technical assistance to Pact’s Asia Eurasia (regional and country) sub-grant programs.
- Training in sub-grant management, to ensure that county office grants, finance and program managers have the required skills and knowledge to manage and administer sub-grant programs.
- Develop strategies and training tools to assist Asia Eurasia regional sub-grant programs in developing capacity of local NGO partners.
- The Regional Grants Advisor is part of the Regional Support Unit, working under the supervision of the V.P. of Asia Eurasia Region. S/he will also work closely with Pact HQ, under the direction of Pact’s Director of Grants and Contracts

Specific Duties and Responsibilities
Technical Assistance to Pact’s sub-grant programs in Asia Eurasia
The Regional Advisor provides overall leadership and technical assistance within the Asia Eurasia region for all aspects related to Pact sub-awards and grants management programs. This requires close collaboration with Pact HQ to ensure application of Pact regulations and policies as well as periodic review of such policies and regulations to ensure that they continue to reflect the current donor environment, donor regulations and best practices.
General Management Responsibilities
- Collaborate with the Vice President, Asia Eurasia Regoin to identify quarterly priorities and percentage of time required to undertake regional activities for purposes of developing a realistic quarterly work plan that will be shared with Pact HQ.
- Where applicable and necessary to ensure the latest policies, procedures, tools, and training are being implemented in the Asia Eurasia region, maintain consultation and close collaboration with the Director of Grants and Contracts and Sr. Compliance Officer.
- As requested, serve as a communication link between HQ Sr. Grants Officers and country-level grant managers to resolve specific issues identified and to increase the efficiency and effectiveness of communication on sub-grant programs between the Region and HQ.
- Contribute to Pact’s institutional sub-grants management capacity through participation in its communities of practice by providing input to manuals, guidance, policies, procedures and training particularly as it relates to Pact programs in Asia Eurasia.
Technical Assistance and Capacity-Building of Asia Eurasia Country Office Sub-grant Programs
- Conduct targeted, in depth risk assessments of Pact Asia Eurasia country office sub-grant programs. Country office visits will be documented in a trip report to the Asia Eurasia Regional Operations Advisor, Vice President, Asia Eurasia Region, Director of Grants and Contracts, and Sr. Compliance Officer. Trip reports will include recommendations for corrective action and the level of assistance, if any, required from the region or HQ to implement.
- Review and provide comments to trip reports by other Pact staff which may result in recommendations for technical assistance or corrective action plans and the level of assistance, if any, required from the region or HQ to implement.
- Provide technical assistance to ensure Pact Asia Eurasia country sub-grant programs demonstrate good internal controls and are coordinated with other functional areas such as finance, logistics, and procurement.
- Participate in the planning and delivery of technical assistance for start-ups and administrative close-outs of country office sub-grant programs by providing the necessary tools, templates, procedures, and training. Develop capacity among country grant managers within the region to participate in start-ups, closeouts, and backstopping of sub-grant programs within the Asia Eurasia region.
- Participate in development and delivery of training curricula to address regional training needs
- Develop an orientation plan for new sub-grant staff holding key positions within the Region.
Sub-Grant Portfolio Responsibilities
- Respond to specific country requests for pre-award and post-award assessments of sub-grantees.
- Using a risk-based approach, assist country sub-grant managers to develop sub-recipient monitoring plans to include, as appropriate, audits or agreed-upon procedures.
- Provide technical assistance and training to implement sub-recipient monitoring plans and to develop terms of reference for audits and agreed-upon procedures. Assist Country sub-grant managers to respond to and close specific audit findings and recommendations.
- Develop a plan to conduct regular monitoring visits to selected Pact sub-grantees from a variety of country programs. The purpose of these visits will be to assess Pact country office compliance with program sub-recipient monitoring plans and confirm an appropriate level of oversight, support, and capacity building is being provided to Pact sub-grantee partners.
New Business Development
- Advise proposal and budget development on solicitations with major sub-grant components;
- Assist with responses to technical questions for proposals or sections of proposals dealing with sub-grant management;
Other:
- Perform other duties as assigned.

- Maintain electronic and hard-copy files in accordance with Pact Asia Eurasia Regional policies and procedures.
Qualifications
- Proven capacity to design and deliver a range of technical assistance and training to build capacity of National staff in grant management
- Experience assessing grant-worthiness of organizations through financial statements, audits, and other documentation and the analytical
skills necessary to formulate a risk assessment of individual sub-grantees and sub-grant portfolios. Ability to design and implement appropriate procedures to mitigate sub-grant risk.
- Ability and willingness to undertake extensive travel within the Asia Eurasia region.
- Strong analytical and evaluation skills
- Ability to establish and sustain interpersonal and professional relationships with local staff, donors, local NGOs and CBOs
- Ability to review and analyze budgets and financial reports
- Excellent written and oral communication
- Ability to perform and prioritize multiple tasks
- Proficiency in word processing, spreadsheets and database skills
- Education and Experience Requirements
- Bachelors Degree in a related business field
- 5 years experience managing award and administration of grants
- Working knowledge of OMB Circulars and legislation for US Grants and Cooperative Agreements and USAID-specific assistance regulations
