Senior Technical Advisor, Gender and Women’s Empowerment

Position Summary 
The Senior Technical Advisor will work with the Country Representative to develop and implement gender and women’s empowerment strategies, program activities and workplans for Pact’s programs in Nepal. S/he will provide technical assistance with new business development opportunities, and program monitoring and evaluation.

Specific Duties and Responsibilities
  • Assist Country Representative in the development and implementation of gender and women’s empowerment assessments, program strategies, program reports, and work plans.
  • Assist in preparation of rollover grant agreements, APSs and/or RFAs, perform technical review of applications and participate in the selection process including the development of technical questions for applicants as necessary.
  • Conduct technical monitoring visits to grantees.
  • Coordinate all technical assistance activities related to the implementation of grantee activities.
  • Compile regular program and technical status reports on grantee projects.
  • Maintain an inventory of key experts on gender and women’s issues in the selection and coordination of technical assistance provision and convening of technical review panels.
  • Serve as spokesperson and advocate within and outside of Pact on gender and women’s issues.
  • Other duties as assigned.
Qualifications
  • Demonstrated experience in designing, implementing and monitoring gender program activities.
  • Demonstrated organizational, training and facilitation skills; workshop design experience a plus.
  • Experience working with vulnerable groups and multi-sectoral partners, civil society, international PVOs, community leaders, and policy makers on issues related to gender mainstreaming and women’s empowerment.
  • Knowledge of and experience in qualitative and quantitative program evaluation.
  • Excellent oral communication and writing skills, interpersonal skills, and the ability to work in a team setting.
  • Ability and willingness to travel domestically and internationally.
Education and Experience Requirements
  • Professional advanced degree, preferably a Master’s in international development and gender or women’s studies.
  • A minimum of seven years of experience working gender or women’s empowerment programs.
  • Minimum 5 years relevant experience with USG (USAID preferred)-funded programs.
  • Experience in supporting and monitoring field-based programs.
  • Excellent computer literacy in Word, Excel and PowerPoint are required.
