Deputy Regional Director and Senior Technical Advisor for Democracy and Governance

Job Description
As a member of the regional senior management team, the Deputy Regional Director works closely with the Regional Support Network team to ensure that country offices have access to needed support in program, grant and finance areas. The Deputy Regional Director and the Regional Director will share responsibility for oversight of the region's sixteen country programs and two regional programs. As Senior Technical Advisor for Democracy and Governance, s/he will provide technical assistance in: democracy and governance strategy development for Pact's Africa field offices; new business development opportunities; and program monitoring and evaluation of field offices. S/he is responsible for operationalizing the regional support structures and human resources needed to provide technical services to the Africa field offices.
Candidates must be Kenyan nationals or hold a valid permit to work in Kenya. Non-Kenyan candidates will be responsible for all required Kenyan employment taxes.

Specific Duties and Responsibilities:
Democracy and governance regional technical support
The Senior Technical Advisor will be a member of Pact's Africa regional senior management team and will provide input on the development of country and regional programs by:
- Participating in regional planning meetings and the development of a strategy for Pact in democracy and governance
- Providing senior oversight and management for monitoring of democracy and governance country and regional programs
- Providing technical support to regional democracy and governance initiatives including support to work plan preparations to be consistent with strategic objectives and results of democracy and governance programs
- Providing technical support to Pact's field offices for new business development opportunities; including participating in the development of proposals in response to requests for assistance and, as needed, perform technical and financial reviews of applications as well as participating in the selection process and the development of technical and cost questions for applicants
- Working with Pact headquarters new business development team to inject technical approaches in project design and proposals
- Assisting in รข??operationalizing' the regional support of democracy and governance assistance to Pact's Africa field offices
- Monitoring and assisting in the management of human resources needed for democracy and governance programs
- Collaborating with Pact staff on democracy and governance activities to ensure technical and programmatic consistency in award programs
- Identifying and extracting best practices and lessons learned among program technical approaches and methodologies
- Assisting in exchanging useful lessons and program experiences
- Assisting in identifying strategic linkages
- Maintaining an inventory of international key experts on democracy and governance and assisting in the selection of technical review panels
- Communicating and negotiating with donors on technical issues
Deputy Director of the regional senior management team
- Provide direct supervision of regional staff as needed
- Provide senior oversight and management for monitoring country and regional programs as necessary
- Provide support and input for new business development opportunities
- Provide input into Pact strategy development at regional and country level
- Assist in exchanging useful lessons and program experiences across the Africa region and within the institution
- Assist in identifying strategic linkages throughout the region (both donors and other actors)
- Participate as a member of the global democracy and governance platform
Monitoring and evaluation
- Assist the global MER Director with coordinating evaluation activities to ensure that data supports the achievement of regional and program objectives
- Work with the Global MER Director to provide review and feedback on the M&E framework and reporting requirements to ensure quality program reporting of results
- Conduct technical and programmatic monitoring visits to field offices and grantees
Representation and donor liaison
- Perform liaison activities with USAID Washington, USAID missions, other donor representatives, partners, subgrantees, applicants, and others as required
- Ensure Pact's activities are complementary to efforts of other donors and regional NGOs and public sector organizations
- Attend outside meetings and make presentations on Pact's programs
- Market Pact programs as required
Knowledge management
- Coordinate documentation of practices and lessons in award reports and Pact publications and media, as appropriate.
- Supervise the placement of key documents on the intranet and shared drives.
- Provide technical and programmatic content for Pact's democracy and governance platform.
- Remain current on technical developments in the appropriate sector.
- Manage the region's learning agenda in cooperation with the Africa Director.
Other
- Perform other duties as assigned
- Perform all work safely and maintain a safe working environment, including line responsibility for implementation of a practical security plan
Qualifications
- Ability to establish and sustain interpersonal and professional relationships with the following organizations: donors, local NGOs and CBOs, ministries
- Knowledge and understanding of USAID or other major donor's policies, procedures or regulations for program implementation/grants program
- Ability to work independently, take initiative and manage a variety of tasks concurrently
- Demonstrated ability to transfer knowledge through mentoring and training
- Exceptionally strong oral, written and interpersonal communication skills
- Strong analytical and budgeting skills
- Ability and willingness to travel regionally a minimum of 50% time and a maximum of 70% time and at short notice
Education and Experience Requirements
Mandatory
- Authorized to work in Kenya (holds a valid work permit)
- MA in relevant field
- A minimum of 10 years experience in international development and democracy and governance
- Minimum 5 years relevant experience with USG (USAID preferred)-funded programs
- Experience in supporting and monitoring field-based programs
- Experience working and living in other countries
Preferred
- Foreign language skills strongly preferred
