Democracy and Governance Specialists
Pact is looking for democracy and governance specialists to undertake long- and short-term assignments as they develop under the Global Civil Society Strengthening Program funded by USAID. Assignments may be in Africa, Asia, Latin America and Eastern Europe in any of the following areas:
- Establishing legal frameworks to protect and promote civil society
- Increasing citizen participation in policy processes, implementation and oversight
- Increasing institutional and financial viability of civil society organizations
- Enhancing the free flow of information
- Strengthening democratic political culture and gender equality
The program is funded through a leader cooperative agreement with associate awards. The leader enables resources to be quickly mobilized for technical assistance and training in assessments, strategy formulations, activity design and the start-up of overseas programs. As such, assignments requiring long and short-term technical assistance vary across the full spectrum of civil society activities and may involve project design, proposal development, or various aspects of program implementation. Recruitment for this general area of civil society technical assistance is continuous and C.V.s are maintained to permit rapid response to USAID Missions. Illustrative assignments include: overseas scoping missions for proposal development, short-term technical advisory services to civil society organizations in developing countries, and Chief of Party for long-term programs.
Key qualifications: a minimum of seven years of experience in democracy and governance including decentralization, public-private dialogue, policy reform, conflict resolution/mitigation, advocacy, policy/legislative change, civic education, network and coalition building, capacity building of civil society organizations, media and/or gender; excellent oral and written communication skills; excellent computer skills; foreign languages a plus; for long-term assignments, strong financial management and program management experience, particularly on USAID-funded programs.
