Finance Officer
Job Description
The Finance Officer acts as the main liaison between the assigned Field / Global Program Offices and Headquarters (HQ) Finance for day-to-day operational needs, and is responsible for the consolidation and analysis of field financial data, as well as subsequent reporting.

Specific Duties and Responsibilities:
- Evaluates and/or performs monthly desk review of the field financial data submission to ensure:
- Completeness and propriety of proposed monthly journal entry (JE) to be recorded pursuant to review of Statement of Expenses (SOE) and supporting documents received from the field, including general ledger data (i.e. general ledger account summaries are linked correctly in the SOE report and subsequently to the JE);
- Bank reconciliations are properly completed by the field office and supported by bank statements;
- Cash account balances per field report are reconciled with the SUN accounting system balances;
- Average foreign exchange (FX) rates are computed and utilized properly;
- Cash Valuation (CV) Schedule of Balance Sheet accounts has been updated correctly and ties with the ending balances reflected in the SOE report; and
- Subgrant Matrix reconciles to advance account balance and monitors timely liquidation of subgrantee obligation.
- Reviews or completes monthly quality review checklist. Provides feedback to the field office finance counterparts on the results and follows up any questionable and/or missing items.
- Reviews or prepares timely the monthly Life-of-Project (LOP) reports and quarterly Financial Status Reports (FSRs), and shares with the field office and the respective Program Officer.
- Prepares accurately and timely the reports to donors for Sr. Finance Officer review and submission. May require review of accompanying programmatic reports for consistency in information provided.
- Prepares invoices to donors as necessary, and follows up on collection efforts as requested by management.
- Provides training and oversight to Project Accountant regarding duties, including wire transfers, check requests, travel and expense reports, etc.
- Provides specific guidance to Project Accountant regarding weekly cash requirement (wire transfer) requests from field offices (i.e. verifying proper authority obtained and accurate coding, and cash balances maintained at field level is appropriate and not excessive).
- Reviews any journal entries prepared by the Project Accountant for propriety and accuracy prior to posting. Prepares required journal entries for Controller review (e.g. revenue recognition or write-off, etc.).
- Reconciles account balances between field office Quickbooks / ACCPAC systems and the HQ consolidated SUN accounting system, and initiates corrective actions to ensure ongoing reconciliation.
- Supports Sr. Compliance Officer with internal control assessment of assigned field office projects.
- Provides training and mentoring of field staff / subgrantees / partners on financial and administrative management issues, regulations and financial grant management.
- Provide recommendations for field office visits, improving work processes and overall customer service.
- Assists Finance team in preparation for the annual audit and obtains supporting documents and other responses needed from field offices during the course of the audit.
- Researches inquiries from Field Offices and Global Program staff in a timely manner.
- Provides support to Program Officers to ensure financial compliance in the field and global programs.
- Supports field office and program personnel with necessary financial training.
- Responds to financial information requests concerning assigned portfolio from management staff and donors in a timely manner.
- Supports Sr. Finance Officer in reviewing, analyzing and monitoring project budget-to-actual variances.
- Assists the Sr. Finance Officer and program staff with the preparation of budgets for new proposals, cost extensions, and project modifications with the objective of realistic cost projections and full cost recovery.
- Maintains file organization and filing of electronic reports on the network, journal entry files by project, and hard copies filed in the finance archives.
- Maintains a safe and organized working environment.
- Performs other duties as assigned.
Qualifications
- Working knowledge of GAAP and federal award regulations (OMB Circulars A-122, A-133), as well as fund and project accounting experience
- Proficiency in word processing, spreadsheets and database skills
- Sound analytical and problem-solving skills
- Ability to demonstrate a high level of accuracy in assigned tasks
- High degree of initiative and team player
- Ability to organize, handle multiple tasks and meet deadlines
- Strong oral and written communication skills to interact with all levels of staff effectively
- Ability to train all levels of staff on financial policies and protocols
- Flexibility in a multicultural environment
Education and Experience Requirements
- Bachelors degree in Accounting or Finance
- Minimum of three (3) years progressive experience in general accounting (international nonprofit environment preferred)
- Quickbooks, ACCPAC, SUN, Vision Excel accounting software experience preferred
- USAID rules and regulations knowledge preferred
- Foreign language a plus
- Overseas work experience a plus
