Elos ProjectName: Elos Project The Elos project was part of a specific USAID strategy to fight HIV, complementing national efforts and adhering to the guidelines that regulate the international cooperation between governments. Implemented by Pact Brasil, Elos primarily managed grants to Brazilian NGOs implementing HIV/AIDS prevention programs in the south and southeast regions of Brazil and targeted to reach men having sex with men, sex workers, transgender population, drug users and people living with HIV/AIDS. Through activities focused on STI/HIV prevention and condom social marketing strategies, Pact Brasil provided technical assistance to the grantees in HIV/AIDS prevention activities, project management, production of IEC materials, and monitoring and evaluation. Elos promoted new opportunities to improve and expand the role of organized civil society and thereby reach more the most vulnerable population with relevant benefits. The innovative nature of the collaborative negotiation process established between various local governmental bodies to define the implementation guidelines for the Elos Program marked a significant milestone in the history of partnerships between governments and NGOs.
