Pact Employee Benefits and Policies

Pact values its employees and offers an exceptional benefits package that adds up to a lot more than just a paycheck. These benefits are offered to all full-time employees who work 40 hours a week. For less than 40 hours the benefits are pro-rated.

General Policies

  • Pact's standard work week for full-time employees is 40 hours, Monday through Friday. The standard work day is eight hours plus one hour for lunch.
  • Pact's core operating hours are 8:30AM-5:30PM.
  • Timesheets are maintained on a daily basis. The pay period is from the 21st of the month to the 20th day of the following month (i.e., June 21 to July 20).
  • Paychecks are issued on the last working day of the month. Direct deposit is available.
  • Nontraditional work hours may be worked if it meets the needs of Pact, the supervisor and the employee. Prior approval needs to be received.
  • With prior approval employees may work at home for portions of a week. Approval will be given on a case-by-case basis.

Compensation

Pact offers highly competitive salary rates to attract, retain and motivate employees. Salary is based on salary history and is commensurate with experience.

Performance appraisal
Performance appraisal includes monitoring and documenting an employee's performance as described in the detailed job description. Performance appraisals also serve as a channel for employee-supervisor dialogue on areas of satisfactory performance, areas needing improvement as well as the establishment of goals and objectives. Documentation of an employee's performance is essential to salary decisions and personnel actions.
Performance reviews are conducted annually (in March) for all U.S.-based employees. Overseas employees have an annual performance review on their anniversary hire date.

Promotion
It is Pact's policy to consider for promotion qualified staff when new positions are created or existing positions become vacant.

Merit increase
A merit increase is an adjustment of salary based upon the supervisor's assessment of sustained exceptional performance of an employee. Each year the coordinating group (senior management team) recommends to the President and CEO a range of percentage increases based upon the fiscal health of the organization and other pertinent information.

Leave

Vacation leave
Regular full-time employees begin accruing vacation leave (15 days for U.S.-based, 20 days for overseas) on the first date of employment, and are eligible to begin using this leave after completion of 90 days of service. Each year vacation leave is increased based on the scale found in Pact's Personnel Manual.
U.S.-based employees with 15 or more years of professional service at time of hire will begin accruing vacation leave at the rate of 20 days per year and stay at 20 days per year until the 4th year with Pact.
Employees are encouraged to take all accrued vacation days each fiscal year. Unused vacation leave may be accumulated up to a maximum of twenty-five (25) days (200 hours) per fiscal year. Compensation for any unused vacation leave (up to 25 days) shall be paid to the employee upon termination of employment.

Sick leave
Regular full-time employees begin accruing sick leave—15 days per year—on the first day of employment and are eligible to use it as accrued. Unused sick leave shall be cumulative and available for future use. Unused sick leave will not be paid for upon resignation or termination from Pact.

Personal leave
Regular full-time employees are allowed three personal leave days a calendar year. Personal leave does not accumulate and must be used by December 20th of the calendar year.

Paid holidays
Pact will observe the following national holidays:

  • Presidential Inauguration Day
  • President's Day
  • Memorial Day
  • Independence Day
  • Labor Day
  • Columbus Day
  • Veteran's Day
  • Thanksgiving (2 days)
  • Christmas (2 days)

Parental leave
Parental leave is available to employees who are parents, whether through childbirth or adoption, in order to give all staff members, male and female, time to make the initial adjustments accompanying the arrival of a new child. Staff who have worked at Pact for at least one year are entitled to receive four (4) weeks paid parental leave. Staff who have worked at Pact for less than a full year are entitled to receive two (2) weeks paid parental leave. Employees continue to receive full benefits during the parental leave period.

Family and medical leave
Pact will provide family and medical leave to employees in compliance with Washington, DC and federal law. Employees may take time off from work duties for any of four reasons:

  1. Birth of a child
  2. Placement of a child for adoption or foster care
  3. Care for a family member who has a serious health condition
  4. Care of employee's own self if there is a serious health condition.

Eligible employees may take up to 16 weeks of unpaid family and medical leave over any 24-month period. Employees authorized to use family and medical leave must first use up all available paid leave before beginning leave without pay, including approved medical disability or parental leave, and all of the employee's accrued sick and vacation leave. Employees on family and medical leave continue to receive all benefits until they begin leave without pay status. Employees who intend to use family and medical leave must give Pact thirty (30) days notice.

Bereavement leave
At the supervisor's discretion three days for bereavement are available to an employee due to the death or imminent death of an immediate family member (parent, step-parent or guardian, spouse or domestic partner, child or step-child, sibling, grandparent, and mother/father-in-law).

Special leave
For employees who travel as part of their job description, one day of leave for each week spent away from home—but not to exceed two days per trip—is approved. This leave must be taken within thirty (30) days of return.

Benefits

Regular employees who work 21 hours or more per week are eligible to participate in one or more of the benefit programs provided by Pact.

Group insurance
Pact will pay the monthly insurance plan premium for employees and their dependents which includes life, accidental death and dismemberment, long-term disability, health, RX, and dental insurance. Coverage will be effective on the employee?s first day of employment.

Medical and dental benefits
Employees and dependents are covered by a PPO program

Continuation coverage (COBRA)
COBRA is offered to employees who have had a reduction in hours (from full-time to part-time) or who are terminated for reasons other than gross misconduct. COBRA is available for 18 months for employees who wish to continue coverage. The employee is 100% responsible for payment of coverage with an additional 2% administrative fee for coverage.

Travel insurance
All regular employees are enrolled in a group travel accident policy offering 24-hour accident protection.

Retirement

Pact's retirement program is currently offered to regular full-time and part-time employees with one year of continuous employment at Pact. Pact contributes 8.8% of the employee's base pay to the pension plan after one year's service. After three years Pact contributes 13% of base pay to the pension plan.

Pact also offers a Supplemental Retirement Annuity (SRA) plan as an additional tax deferred annuity plan. Funds put into the SRA by the employee are over and above amounts being accumulated through Pact's pension plan. Employees are eligible to participate in the SRA as of the first day of the month following the first work day.

Additional Benefits

Metrocheck: Pact offers Metrocheck to its employees. This is a pre-tax benefit for commuting expenses.

Tuition assistance: Pact will contribute up to $1,000 per fiscal year for courses, programs or trainings which promote career development/advancement directly related to the job. Employees must work 90 days prior to using this assistance. Authorization by the employee's supervisor must be received in advance.
Employees who travel: Employees who travel for work must have their supervisor's authorization prior to travel expenses being paid by Pact. Travel expenses paid by Pact include reasonable transportation costs, reasonable accommodation expenses, meals and incidentals (based on the U.S. Department of State Standardized Regulations).

Professional membership: Pact will pay for membership and conference participation as they are directly related to an employee's position.
