This project seeks to reduce the adverse effect of HIV/AIDS, poverty, exploitation and abuse of orphans and children identified as most vulnerable in 24 targeted district s with the highest rates of child vulnerability. It builds upon a pilot project conducted in 20 other districts by the ministry and UNICEF. Pact acts as funds manager for the basic benefits and the financing of services to the children. Pact also coordinates technical support, including capacity building, to district-level governments and NGOs/FBOs/CBOs. Technical support includes organizational development, stigma reduction, and financial management. Pact's lead subrecipient, the Social Action Trust Fund (SATF), engages appropriate facilitating partners (regional or national NGOs or faith-based organizations (FBOs) to work at the district level to supervise the provision of basic services to the OVCs through local NGOs and FBOs. In addition, Pact and a few NGO technical partners provides expertise across the districts in such areas as situational analysis, psycho-social support, and care taker skills. 

Results

  • Established formal partnerships with 13 Tanzanian CSOs to provide basic services to children in 11 districts ? Kigoma, Muleba, Morogoro Rural and Urban, Lushoto, Geita, Iramba, Songea, Bariadi, Kahama and Makete.
  • Provided the following services: shelter - 10,000; health care - 63,000; education - 12,000; and nutrition - 4,600
  • More than 280 caretakers and NGO representatives were trained in how to provide psychosocial support to vulnerable children. Each of these individuals reached on average 12 children on a daily basis, providing these children with extra care and counselling.
