Pact’s Community REACH program approach in the GMR has a focus on increasing access to information and services for Most at Risk Populations (MARPs) in hotspots within specific countries.  Pact works with key partners to ensure that there is a comprehensive package from prevention to care services available to MARPs.  At the regional level, Pact works to build the capacity of local partners and to ensure that successful models of service delivery are replicated through South-to-South collaboration.

The program includes projects focused on reaching most at-risk populations with prevention knowledge and behavior change messages, on increasing access and quality of HIV counseling and testing, on addressing stigma and discrimination of People Living with HIV/AIDS (PLHIV) and on providing care and support services to PLHIV. Community REACH also works to ensure effective coordination and communication with USAID, the Thai Ministry of Health, and other stakeholders engaged in the national HIV/AIDS response.

* For program purposes GMR includes Thailand, Burma, Laos, and the Yunnan and Guangxi provinces of China.  Pact GMR has also funded and assisted an HIV program in Mongolia.
