This project is designed as part of a larger development strategy to increase the economic resiliency of populations living in the pastoral regions of the Horn of Africa-especially those areas touching Ethiopia, Kenya and Somalia known as the Mandera Triangle. The project seeks to change the paradigm of how the development challenge in arid and semi-arid areas is addressed, taking into consideration critical factors shaping this context, especially the causes and dynamics affecting the extensive and recurring conflicts prevalent in the area.

Pact will work closely with its partners and other stakeholders to improve livelihoods in the Mandera Triangle through employing a comprehensive conflict-sensitive approach to destabilizing factors arising in the region. Activities will be implemented around three major entry points: a) immediate potential flashpoints and conflict crisis; b) behavior patterns and cultures of violence; and c) fundamental drivers of conflict.

The program has conducted a baseline study of the capacities of partners and stakeholders in the region. This will serve as the basis for developing conflict prevention, mitigation and response (CPMR) training and skill building in conflict sensitive service delivery to local NGOs. Furthermore, the project will work to build networks and strengthen partnerships of organizations and other stakeholders and with the local traditional and governmental structures for improved coverage, coordination and planning.
