ANNUAL PROGRAM STATEMENT (APS)
WITH SUPPORT FROM
U.S. PRESIDENT’S EMERGENCY PLAN FOR AIDS RELIEF (PEPFAR)
IN LESOTHO
 
Pact Lesotho, under a cooperative award issued by the United States Agency for International Development (USAID), is pleased to announce this Annual Program Statement (APS) competition to local non-governmental organizations (NGOs), faith-based organizations (FBOs) and community-based organizations (CBOs) currently responding, or with the capacity to efficiently respond, to the HIV/AIDS epidemic in Lesotho.  Pact anticipates awarding grants or cooperative agreements to fund applications submitted in response to this APS.
 
This APS provides prospective award recipients with a fair opportunity to submit applications for funding for their programs that address 1) Care for Orphans and Vulnerable Children (OVC) and 2) Prevention of HIV Transmission.
 
To be eligible, applicants must meet the following requirements: 1) Proposed project must be implemented in Lesotho, 2) Registered Lesotho NGOs/CBOs/FBOs who are currently or would like to implement HIV and AIDS services in Lesotho.
 
The APS advises the eligibility and qualifications of applicants, describes the program objectives, explains the technical area of focus, and provides the criteria for evaluating applications as well as the application format and other relevant information. The awards will be administered under the Pact Lesotho Community REACH Program funded by USAID.
 
The review of applications will be conducted in two rounds – submission of concept papers followed by invitations for full application to selected applicants. Concept papers will be accepted until April 22, 2010; a second round of submission will be conducted with a submission date of November 4, 2010.
                                                                                                         
This is a Community REACH  USAID funded program designed to facilitate the efficient flow of grant funds to organizations playing valuable roles in the fight against HIV/AIDS, including local NGOs, universities and faith-based organizations. Funded activities will be consistent with the goals of the Partnership Framework, PEPFAR Strategy and Lesotho’s National AIDS Strategy.
