Local Government Recovery Project2003 - 2007 This project supported emerging governmental structures in Southern Sudan by working with the Local Government Board to establish an effective system local government across the south. Pact and Catholic Relief Services worked with nascent local governments to help them to enhance security and to lead the socio-economic recovery and development of their counties. The local government's role in Southern Sudan was to bring together commissioners, civil servants and traditional authorities to make the Comprehensive Peace Agreement effective for citizens. The project embraced a comprehensive capacity building approach, including technical assistance and support to physical facilities, to build social capital and accountable and participatory governance. Training of staff at all levels to build up a critical skills base for these new governments included technical assistance in strategic planning, finance and human resource development, providing infrastructure support to offices, engaging civil society, and establishing a Local Government Recovery Fund.
