Pact Madagascar’s National Strategy Application (NSA) to Combat Malaria program breaks new ground for Pact, by bringing to bear our comparative advantage in new health areas. As one of Global Fund’s prime recipients, Pact’s specific program focus is to improve the case management of malaria and strengthen the system of social mobilization against the disease through better screening and treatment at the community level and capacity building of beneficiaries. Pact is partnering with government agencies and national non-governmental organizations to improve the prevention and treatment of malaria through a coordinated and multi-sectoral approach. The ambitious targets of the project are to improve the quality of patient treatment in communities from 16% to 80%, and decrease the rate of mortality in hospitals from malaria to less than 9%.
Epidemiological surveillance is an integrated strategy in the implementation of the proposal. Sentinel surveillance of malaria is established in epidemic risk areas (central highlands and southern sub-desert) and progressively in areas of stable transmission. In addition, one-time alerts are utilized as the epidemic depends mainly on climatic factors (precipitation and temperature), and usually increases during the month of October and in the months of April or May.
The NSA project follows the will of the Madagascar national program in the fight against malaria by developing a single strategic plan to serve all donors. The implementation of the strategic plan sets a goal of preparing the country for the elimination of malaria through all the diverse interventions.
