Namibia is one of 15 focus countries under the U.S. President’s Emergency Plan for AIDS Relief Program. Its 19.9 % HIV prevalence rate is among the highest in the world. To scale-up and sustain civil society’s response to HIV/AIDS, Pact provides grant money to local NGOs to facilitate rapid program implementation as well as organizational and technical assistance. Sustainable, quality service delivery is a hallmark in Pact’s programs: only by building both technical expertise AND institutional capacity can civil society respond sustainably to the HIV/AIDS epidemic.

Key organizational assistance areas include:

  • Strengthening financial and program systems, management and reporting
  • Institutional strengthening through support in program design
  • Building / strengthening organizational Monitoring, Evaluation, and Reporting systems.
Key program assistance areas include:
  • Behavior change communication in prevention strategies
  • Developing standards for OVC service delivery
  • Strengthening home-based care with emphasis on developing palliative care standards and guidelines
  • Involving men across program areas as caregivers, peer educators, and active partners in maternal health.

Pact supports local civil society partners working in these program areas.

In addition Pact works with the key ministries in Namibia responsible for the national HIV/AIDS response, including the Ministry of Gender Equality and Child Welfare (MGECW), where it is helping implement an OVC database to register orphans and vulnerable children and the key services they receive. Pact also is supporting the MGECW in establishing OVC forums at regional and constituency levels in several regions of Namibia, aimed at mobilizing community action and response. In addition Pact is collaborating with the Ministry of Health and Social Services on establishing palliative care standards and with the Ministry of Safety and Security on enhancing the quality of child protection services for OVC.

Pact is engaging the private sector as a key stakeholder in the national response to AIDS. Through the Namibia Chamber of Mines, one of Pact’s local partners, activities are underway to build a national public-private coalition to address the HIV/AIDS pandemic. Pact continues to build partnerships between local organizations and the private sector to encourage social responsibility and sustainability of local programs.
