Participation, Democracy and Governance: Leadership Training School with an Emphasis on Rights

Pact was asked by CARE Ecuador to design and implement an interactive and participatory methodology for a local governance leadership training program. The program, which had been implemented in three provinces in Ecuador—Sucumbíos, Orellana, and Esmeralda—focused on training leaders at the local level to increase their knowledge of citizen rights and promote attitudes and behaviors that would help them respond to the local needs and realities.

Pact developed five modules for the training program and trained 60 local leaders. The leaders returned to their provinces with new skills to strengthen transparency, participation, and inclusiveness in formulating and carrying out local development agendas. In addition there was an opening and strengthening of political spaces for more civic participation.
