The goal of this project is to mitigate conflict in urban centers and their counties in Southern Sudan, including key locations in the Three Areas, as well as other flashpoint locations. These conflicts represent critical threats to sustaining the Comprehensive Peace Agreement (CPA) at the local level. The project uses two similar but distinct sets of implementation mechanisms to address these threats. From a peace building perspective, Pact conducts a CPA Conflict Threat and Peace Analyses in targeted urban locations and their counties to inform and guide the choice of peace activities. The analysis enables the identification of credible peace partners (e.g. peace committees and other indigenous groups and organizations) through which consensus-building processes and follow-up on peace agreements can be implemented. A second and interlinked mechanism is building the viable indigenous conflict resolution capacities of the Southern Sudan Peace Commission and local partners. The integration of issues related to women, youth and internally displace persons are central to this process.
