Community insecurity has increased as a product of the years of civil war in South Sudan. Multiple and multilayered conflicts still persist in spite of the signing of the Comprehensive Peace Agreement in January 2005. Arms proliferate as individuals and communities continue to be apprehensive about their neighbors. The project seeks to reduce the possession of small arms in the states of Jonglei, Lakes and Warrap through engaging communities in assessing the problem of arms and drawing up responses to mitigate their possession. Pact is facilitating community-owned responses by local authorities, community-based organizations, local institutions for peace, military, and grass roots representatives and provides resources through a Community Security Fund to implement community arms-reduction activities.
