Community REACH, a rapid response mechanism for HIV/AIDS funded by USAID, seeks to increase use of HIV/AIDS and other primary health care services. By providing grant award and administration services, this program allows the U.S. Mission in South Africa to expand its support to local organizations implementing programs that address key technical focus areas of the President's Emergency Plan for AIDS (PEPFAR) and USAID's initiative to integrate HIV/AIDS activities into the Primary Health Care System. Community REACH's programs support interventions in prevention, VCT and care and support.

Pact's objectives are:
  1. To implement an effective and transparent grant award and administration system to support responsive, fast-track assistance to organizations responding to the HIV/AIDS.
  2. To provide implementers with access to the financial resources and high-quality technical expertise they need to deliver effective programming and report results.
  3. To strengthen civil society response to HIV/AIDS by providing capacity building to organizations to increase their capacity to provide and sustain HIV/AIDS services.
Pact is currently working with eight partners to implement programming at the local level and continues to expand its network of partners with support from USAID. Grants are given to support work in the areas of HIV prevention predominantly through abstinence and being faithful, counseling and testing, palliative care treatment adherence and care and support for orphans and vulnerable children. In addition we provide our partners with organizational development assistance in financial and program management, program design, monitoring, evaluation and reporting, and documentation skills. We also provide our partners with access to HIV technical assistance in behavior change communication, OVC service delivery and home-based care with emphasis on developing palliative care standards and guidelines.
