Transitional Areas Peace Fund (TAPF) Program Name: Transitional Areas Peace Fund (TAPF) Program More than three years after the signing of the Comprehensive Peace Agreement (CPA), Sudan is still transitioning from managing conflict to pursuing pro-poor development, characterized by high needs, limited and uneven capacity and rapidly increasing oil revenues. The Transitional Areas--Abyei, Blue Nile and Southern Kordofan--face significant challenges in building institutional capacity; developing effective systems of governance; addressing widespread poverty; building sustainable environmental recovery; delivering a safe and stable environment for the population; increasing productive capacity; re-developing traditional agricultural production; improving delivery of basic services; developing infrastructure; preparing for the return of potentially large numbers of refugees and IDPs; and developing information and statistics systems. To address these challenges effectively and in a sustainable manner requires a focus on security and stability. Building upon Pact's successful programming in the Transitional Areas and Southern Sudan, as well as successes of other community-focused activities in the region, Pact has developed the Transitional Areas Peace Fund Program. The overall goal of this program is to support sustainable peace and reconciliation as a foundation for recovery and development in the transitional areas of Sudan. It seeks to help create an "enabling environment" for the Comprehensive Peace Agreement (CPA) by serving as the Managing Agent of a fund which will undertake four key types of activities in the Transitional Areas.
