ICAP Project

Pact is collaborating with Columbia University’s International Center for AIDS Prevention and Treatment Program to build the capacity of the Government of Swaziland’s Ministry of Health’s Regional Health Management Teams (RHMT). Pact is working to enable these Regional Health and Management Teams  to play a stronger role in the planning, implementation, monitoring and evaluation of comprehensive HIV services in throughout the country, through strengthened human resources, administrative, and financial management systems. The program has five specific goals:
  • Build capacity of RHMTs in financial management.
  • Build capacity of RHMTs in program management.
  • Build capacity of ICAP program staff in Mbabane in financial and grants management.
  • Build capacity of ICAP Regional Support Teams to support RHMTs in program management and organizational development.
  • Establish appropriate mechanisms through which RHMTs can most effectively receive funds from ICAP and/or other donors for clinical mentoring and training activities.

In 2009, Columbia University’s International Center for AIDS Care and Treatment Programs (ICAP) at the Mailman School of Public Health was awarded a grant by the U.S. Government’s Centers for Disease Control and Prevention (CDC) in Swaziland. This funding is provided by the President’s Emergency Fund for AIDS Relief (PEPFAR), which supports 120 countries in HIV & AIDS prevention, care, and treatment. Tasked with supporting the rapid scale-up of decentralized HIV care and treatment services in the Kingdom of Swaziland, ICAP works with the Ministry of Health (MOH) to improve the delivery of the HIV & AIDS Continuum of Care. To build the capacity of the MOH’s Regional Health Management Teams (RHMTs), which include department heads such as the Regional Health Administrators and Senior Medical Officers, ICAP’s program team members provide support in three of the four regions in Swaziland: Manzini, Lubombo, and Hhohho.

Under this project, Pact and ICAP are partnering to support capacity building of the MOH’s Regional Health Management Teams (RHMT) in two regions of Swaziland. During a national meeting in April 2010, RHMTs requested support in financial and program management and organizational development. Pact supports RHMTs through direct training and mentoring and by strengthening the ability of ICAP program staff to manage finances and grants, and provide additional technical assistance.
