Votorantim Energy ProjectName: Votorantim Energy Project Votorantim Energy Project was a new way to do business that involved a transparent and participatory process for involving the community before construction began on a small hydroelectric facility in Ibirama, Brazil. Pact was called upon to provide Engagement to Action (E2A) services to help the company create a process wherein resources would go to true local priorities and were controlled by members of the community and their organizations. Pact provided technical support to Votorantim, including assistance to conduct an appreciative inquiry with leaders of three municipalities to determine local development priorities, to identify issues involved in construction of the hydroelectric and, to design and implement a survey using appreciative inquiry to collect information on community attitudes and perspectives. The results of 45 interviews with leaders and over 450 community survey responses allowed map the development priorities and critical issues. The trust generated by this "new" approach, to listen to the other in place of simple imposition, has created a space for the community and the company to work together in determining solutions to challenges faced in a complex construction project. Pact technical assistance to Votorantim Energy in this initial project phase, allowed accelerating the implementation process with the community support, thus potentially greatly reducing costs.
