Leonard Williams

Executive Vice President and Chief Financial Officer


Leonard Williams is responsible for finance and accounting, grants and contracts, IT, internal auditing and facility management. He insures the timely and accurate accounting treatment of transactions, maintains the structures and processes that deliver financial and operating information throughout the organization and designs and implements processes that enable Pact to operate effectively.

Mr. Williams has established a proven record of generating revenues, controlling costs, boosting customer satisfaction and guiding the restructuring of business units and operations. His financial management strategies and tactical insights have fueled the growth of not-for-profit, private and public companies involved in education, federal contracting, technology and telecommunications.

With Verizon, Mr. Williams served as both a chief operating officer and chief financial officer. As the COO for Verizon Communications, he was responsible for the management of a global workforce of 1,800 people accountable for the successful delivery and support of all customer-facing product and service programs for federal market operations, growing annual revenues from $485 million to $610 million over a three year term. As vice president and CFO of Verizon Federal, the business analysis and financial operations he put in place grew the business unit’s top-line annual revenues from $258 million to $485 million over five years. He also developed and implemented innovative pricing and costing strategies that enabled Verizon to capture more than $10 billion in federal contracts.

In the not-for-profit realm, Mr. Williams has also integrated successful financial strategies, budgeting and accounting practices and systems to track and measure efforts as vice president and CFO at the Graduate Management Admission Council, an $85 million not-for-profit that owns and administers the GMAT® exam.

Mr. Williams has also served as a partner at Tatum, LLC, an executive services and consulting firm with $250 million in annual revenues. Through Tatum, he served as the interim CFO for both a privately held $190 million federal contractor and a private, 2,500-student undergraduate institution.

As an entrepreneur, Mr. Williams founded a firm that provided management, technology and organizational development consulting. In this role, he provided product development support to a small firm that “productized” a revolutionary digital image compression technology. He also created a financial, operational and organizational plan to build broadband networks in West Africa that was piloted in Ghana.

Mr. Williams has lectured at the University of Pennsylvania and served as financial advisor to the Philadelphia Tribune Board of Directors. He also serves on the board of the F. B. Abramson Foundation and is a Brookings Fellow.
