Will Warshauer

Chief Operating Officer

As Chief Operating Officer for Pact, William Warshauer oversees Pact’s global operations including new business development and program development and delivery. Drawing on his extensive experience in implementing and overseeing health and development programs in Africa and Asia, Mr. Warshauer is strengthening systems and programs across Pact so that Pact will continue to grow in scale and impact.

Mr. Warshauer launched his career as a Peace Corps volunteer in Sierra Leone and has worked in 40 developing countries and has served as a consultant to several international organizations including UNICEF and UNAIDS.

Prior to joining Pact, Mr. Warshauer served as Executive Vice President for Health and Development Solutions with Voxiva, Inc., a leading provider of interactive mobile solutions in the health sector. In this role, he led the development of innovative, mobile phone-based health information systems to support HIV treatment, disease outbreak management, mobile health assessment and medical supply logistics across a range of developing countries.

He is also a former Executive Vice President of Population Services International (PSI). While at PSI, Mr. Warshauer led the development of PSI’s global strategic plan. Previously at PSI, Mr. Warshauer was responsible for day-to-day operations of $90 million in health programs in East and Southern Africa, and he also served as PSI Country Director in Pakistan.

Prior to PSI, Mr. Warshauer produced a 13-part television series for American public television (PBS) and worked as a regional representative in West Africa for Ashoka, a philanthropic organization.

Mr. Warshauer is a frequent public speaker, and has been a guest lecturer at Harvard Business School (Social Enterprise Conference), Stanford Business School (Net Impact conference), University of Virginia Darden School of Business and the American Marketing Association, among others. Mr. Warshauer has served on several non-profit boards, both in the US and in developing countries.

Mr. Warshauer is an honors graduate of Yale University and holds a Masters in Public Affairs from the Woodrow Wilson School at Princeton University
