First Polling Memo on Community Participation in Belarus

Pact is launching a series of publications on Belarusians’ participation in the development of local communities. The national study was implemented by SATIO Group in March-April 2015. The first polling memo analyses findings related to Belarusians’ understanding of and belonging to a local community, as well as their perception of local leadership. The study revealed that “local community” is neither self-evident nor alien concept in the post-Soviet Belarus. Less than 50% of respondents have ever done something together with their neighbors, while over 95% of Belarusians were unable to name a leader in their local community.
