Emily Taylor

Emily Taylor serves as Pact's Chief Operating Officer. She is an experienced and trusted leader in international development who has led all aspects of management, budget and operations for nonprofit and public organizations, including in complex environments and crisis situations. Prior to joining Pact, Emily was COO at Freedom House. Prior to that, she worked at the U.S. Department of State, the Office of Management and Budget and the Millennium Challenge Corporation as well as holding leadership positions at nongovernmental organizations.
