Rachel Mlinarchik

Rachel brings over 18 years of leadership experience in fundraising strategy, partnership development, and donor engagement across organizations. Prior to Pact, Rachel served as Managing Director of Development at the German Marshall Fund. Rachel has also held senior development and strategy roles at CARE USA and Public Citizen.
