Consolidating Ethiopia's reform agenda: An assessment of opportunities and challenges for civil society organizations and development partners engaged in Ethiopia's historic reform process

To complete this paper, Pact reviewed available background material, conducted interviews with more than 40 individuals, and visited Gambella regional state. Interviewees included academics, staff of Ethiopian and international human rights, development and other civil society organizations, donor agencies and diplomats, government officials from a range of ministries and institutions, journalists, opposition politicians, and other political analysts.
